issue a Request for Quotation (RFQ) for the continued development of
a computer program for the analysis of heat exchangers integrated with
airborne power plants. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase
services from Optimal Corporation based on this company's prior
development of the ACSYNT, LACEX and HEAP source codes, knowledge of
Scaled Composites ERAST design and the heat exchanger design using 3-D
computational fluid. The objective is to complete development and
provide thorough documentation for the application of the Heat
Exchanger Analysis Program (HEAP). Efforts will consist of: 1)
Modifying HEAP to provide a generalized single heat exchanger design
procedure that allows specification of different combinations of design
constraints; 2) Verifying the HEAP Data Base by using a full
Navier-Stokes CFD code in an attempt to analyze one heat exchanger core
for which good experimental data exists; 3) Documenting the completion
of HEAP in a final report; 4) Converting HEAP into a subroutine and
integrating it into the NASA AirCraft SYNThesis program (ACSYNT). The
Government intends to acquire a commercial service using FAR Part 12.

qualifications/capabilities will be used solely for the purpose of

basis. Responses received after the 7 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
