Contracting Officer (202)927-2583 A- The U.S. Customs Service has
identified the need for non-intrusive detection technology for the
inspection of moving freight trains at or near U.S. border crossings.
The system, using gamma rays or high-energy x-rays, shall be able to
penetrate empty box cars, hoppers, gondolas, and tank cars as well as
low density (<0.5 gm/cm3) cargo in these rail cars to detect
concealed compartments and contraband. The system shall have a
resolution of 1" or better at the center of the train in each of the
vertical and horizontal directions. The system shall be able to produce
either black and white images with various shades of grey and/or color
images with contrasting colors. It shall be able to inspect
single-and-double-decker freight trains moving at speeds between 2 and
5 mph and shall be able to adjust the scan rate automatically to
obtain distortion free images. It shall also have the capability to
identify the rail cars by either reading the bar code and/or an
electronic tag. White papers may be submitted anytime prior to the
close of business day on June 30, 1998 to : U.S. Customs Service, Attn:

20229. White papers must be limited to 10 pages (including figures,
charts, and tables). White paper format is single-sided, double spaced;
12-point or larger font with 1" margins. Ten (10) copies of the white
paper must be submitted and must reference BAA#USCS98-001. White papers
shall contain a rough cost estimate and time-line for development and
delivery of a prototype system. Telephone inquiries concerning the
previously submitted white papers will be disregarded. Following the
evaluation of the white papers, the Contracting officer reserves the
right to request a proposal from any, all, part of, or none of the
white paper authors. Proposal submission procedures and format will be
provided to those offerors invited to submit the full proposal.
