Contractor shall provide modifications to the Communications Electronic
Warfare Instrumentation System (CEWIS) hardware and software to conduct
the evaluation of the communication systems of the Land Warrior system.
The CEWIS consist of an integrated system consisting of several
off-the-shelf hardware electronic instruments and a computer system
programmed to support Electronic Warfare (EW) experiments automatically
on communications equipment in laboratory/field environments. The CEWIS
is presently optimally configured to evaluate current Army versions of
the Single Channel Ground/Airborne Radio System (SINCGARS) and the
Mobile Subscriber System (MSE) for which it was developed. However,
with minimal modifications the system can support other communication
EW investigations as well as to increase efficiency. A set of three
communications systems that are part of the Land Warrior (LW) system
[Soldier Radio (SLR), Squad Radio (SR) and the Global Positioning
System (GPS)] will be integrated on a single platform (a manpack). The
GPS is a currently fielded military communication system. The SLR is
a smaller version of the currently fielded SINCGARS and the SR is in
the development phase. C4I/SLAD will require support in the evaluation
of these set of communications systems and will require modifications
to the CEWIS to interface with the radios to collect evaluation data.
It is intended to award this contract to Billy P. Ficklin, Palo Alto,
CA on a sole source basis. Billy P. Ficklin is primarily responsible
for the original development of the CEWIS and has extensive experience
with and intimate knowledge of the design of the CEWIS. He has also
planned and conducted EW experiments with C4I/SLAD personnel for GPS
and SINCGARS radios in the past, both before and after the development
of the CEWIS. Billy P. Fincklin is extremely qualified, familiar, and
the only source available for this effort. Interested persons,
