National Library of Medicine (NLM) intends to contract on a sole source
basis, under the authority cited in 41 USC 253(c)(1) and FAR 6.302-1,
with Preservation Resource, 9 South Commerce Way, Bethlehem,
Pennsylvania 18017-8916, for the production of both color and
continuous-tone black-and-white (CT) microfilm of rare books (including
artifactually valuable bound volumes, both brittle and non-brittle) for
preservation purposes. Preservation Resources is the incumbent
contractor providing NLM with services for production of high-contrast
black-and-white microfilm of rare and non-rare books. The purpose of
this requirement is to microfilm approximately 50 rare books on either
color or CT film during each of the two option years remaining under
the current contract. The Contractor shall: 1) film entire volumes or
portions of volumes on CT microfilm, color microfilm, or color
microfiche; 2) duplicate CT camera masters to create print master
reels; 3) when requested, duplicate CT print masters to createservice
copies; 4) when requested, create multiple copies of color microfilm by
refilming the original material; 5) produce and film all required
eye-legible and in-frame targets; 6) inspect microfilm to ensure all
technical and bibliographic requirements are met; 7) fill out
inspection forms as required; 8) coordinate the filming workflow with
the Microfilm Preparation Contractor and the NLM History of Medicine
Division; 9) oversee the filming workflow to identify and resolve
problems promptly and ensure that delivery requirements are met; and
10) handle volumes carefully to ensure that no unauthorized damage
occurs. This notice of intent is not a Request for Proposals (RFP) nor
is an RFP available. Preservation Resources has unique capabilities
and experience in producing both color and CT preservation microfilm
for the NLM. Preservation Resources has technically advanced
German-made Hermann & Kraemer cameras capable of creating microfilm
which meets NLM's technical requirements, a technical staff who have
received training directly from the camera manufacturer, and expertise
in handling fragile rare materials. The current contractor has unique
capabilities and experience in producing technically acceptable color
film, color fiche, and CT film; in accurately predicting the
likelihood of damage to rare volumes; and in preventing unauthorized
damage to rare volumes. Competition for this effort is unfeasible
because most volumes will be filmed in their entirety on regular
high-contrast black-and-white by the current contractor as well as
being filmed in their entirety or in part on color or CT film. To have
the high-contrast microfilm and the color/CT microfilm produced by two
different vendors would increase the risk of lost or damaged rare
volumes, delay the production of reels needed to fill patron
interlibrary loan requests, and result in a duplication of cost and
effort in preparing volumes for filming. Telephone/fax requests will
