202-712-0491 The Agency for International Development (USAID) intends
to issue a Request for Proposals (RFP) to acquire technical services to
design, conduct and evaluate the Federal and USAID Acquisition
Regulations (FAAR) training courses for USAID personnel worldwide. The
course shall not exceed three weeks in length. The course shall focus
on training USAID selected participants on understanding the structure
of the Federal Acquisition Regulation (FAR) and USAID Acquisition
Regulation (AIDAR). The course design, materials, and presentations
must emphasize USAID procedures, operations, and approaches. The course
shall cover all facets of the contracting profession, including
procurement planning, file documentation, pre-award activities, award,
post-award responsibilities and should focus on the range of
contracting instruments. USAID intends to make a single award
indefinite quantity (IQC) contract. The courses will be issued
utilizing separate orders under this one base year contract and four
(one-year options) at firm-fixed unit prices. The RFP will be subject
to competition among small business concerns only. The applicable SIC
Code is 8742. All responsible small businesses may submit a proposal
which shall be considered by the Agency. The preferred method of
distribution of USAID procurement information is via the Internet. The
RFP, once issued, also can be downloaded from the Agency web site. The
Worldwide Web address is http://www.info.usaid.gov. Select USAID
Procurement and Business Opportunities from the home page, then "USAID
Procurements." On the following screen, select "Download Available
USAID Solicitations." Receipt of this RFP through INTERNET must be
confirmed by written or faxed (202-216-3132) notification to the
contact person noted above. It is the responsibility of the recipient
of this RFP document to ensure that it has been received from INTERNET
in its entirety and USAID bears no responsibility for data errors
resulting from transmission or conversion processes. Interested
offerors also may request a printed copy or by request of a
solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). of the
RFP by submitting a written request to the address listed above or by
E-mail to: dsimms@usaid.gov. The RFP will be issued NO EARLIER than
fifteen (15) days from the date of publication of this notice.
Subcontracting with small, small disadvantaged and women-owned small
business concerns: USAID encourages the participation to the maximum
extent possible of U.S. entities that are small business concerns,
small disadvantaged business concerns and women-owned small business
