CW38) The work shall consist of furnishing all plant, labor, materials
and equipment, and constructing the Natchez Bluff Project, Clifton
Avenue- Learned Mill Road Reach, Project Area 3, in Natchez,
Mississippi. Principal features of the work include clearing and
grubbing, excavation, fertilizing, seeding, mulching, sodding,
temporary and permanent chain- link fence, concrete sidewalk,
corrugated polyethylene pipe drains, construction of approximately
1,275 feet of soil nail wall and 300 feet of mechanically stabilized
wall, construction of 96 feet of retaining wall with steel soldier
piles and wood lagging, roadway construction, roadway repair, and
environmental protection. The estimated value of the proposed work is
between $5,000,000.00 and $10,000,000.00. The price for the plans and
specifications is $7.00 for Specifications and $37.10 for Plans or
$44.10 for the set. Source selection for this procurement will be
conducted on a best value basis, therefore, submittal of technical and
price proposals is required. The Technical Criteria will require the
offeror to submit a substantial amount of documentation. It is the
Governments intent to make award without discussions. If award is not
made on initial offers, discussions will be conducted in accordance
with FAR Part 15. Revised proposals will be evaluated based on the
following evaluation criteria. EVALUATION CRITERIA 1 AND 2 ARE OF EQUAL
IMPORTANCE: Criteria 1. Qualification and Experience of Key Personnel:
Subcriteria -- 1.a., 1.b. and 1.c. being of equal importance: 1.a.
Management Staff. The proposer shall demonstrate their ability to
manage a project of similar technical scope and cost by demonstrating
technical knowledge and experience in: (1) soil nailing and ground
anchoring techniques, (2) mechanically stabilized walls; and, (3)
aeolian loessial deposits similar to those located in Natchez,
Mississippi. 1.b. The offeror shall provide a list of key personnel to
work on the contract including summary resumes. The list shall include
as a minimum, thefollowing key positions: (1) Project Superintendent
having experience in the construction of permanent soil nail retaining
walls on at least three projects over the past 5 years. (2) Onsite
supervision and drilling operators having experience installing
permanent soil nails on at least three projects over the past 5 years.
(3) Workers for the shotcreting operation including foreman, nozzle
men, finishers and delivery equipment operators. All shotcrete nozzle
men and finishers on the project shall have experience on at least
three projects in the last 5 years in similar permanent shotcrete
application work totaling 25,000 square feet of wall face area and
shall demonstrate ability to satisfactorily place and finish the
shotcrete. Initial qualification of the nozzle men will be based on
previous certification based on ACI 506.3R, Guide to Certification of
Shotcrete Nozzle Men. Non-certified nozzle men will be required to
submit documented proof that they have shot qualification test panels
in accordance with ACI 505.3R as observed by a recognized shotcrete
testing lab and/or recognized shotcreting consultant, and have covered
the type of shotcrete to be used (plain or fiber wet-mix). To document
the experience requirements identified in 1.a. and 1.b., the proposer
shall submit written documentation for verifying the following
requirements: (1) A comprehensive reference list (including
photographs) verifying that the proposer satisfactorily completed at
least three permanent soil nail retaining wall projects during the past
5 years. The projects shall total at least 25,000 square feet of wall
face and at least 1000 permanent nails. (2) A completed projects
reference list of soil nail and ground anchoring work items identifying
the Project Superintendent, drill rig operators, and onsite supervisors
assigned to the project. The personnel list shall include a summary of
each individual's experience and be complete enough for the government
to determine whether each individual satisfies the requirements. (3)
The nozzlemen and finishers qualifications including proof of ACI
certification. (4) Listing of subcontractors to be utilized for this
project, if any. The documentation shall include the name, address and
contact person of the company(s). All subcontractors shall satisfy all
evaluation criteria for their particular discipline. 1.c. Technical
Capability. The proposer shall submit a summary report and their
preliminary computations for the subject project, in accordance with
technical requirements. Criteria 2. Construction Past Performance:
Subcriteria 2.a., 2.b., 2.c. and 2.d. in descending order of
importance: 2.a. Successful construction completion of past soil nail
walls including combination soil nail and ground anchor systems and
mechanically stabilized walls. The proposer shall furnish documentation
of satisfactory completion of at least three permanent soil nail
retaining wall projects during the past 5 years. The projects shall
total at least 25,000 square feet of wall face and at least 1000
permanent nails. Where Corps or other Federal or State agency examples
are offered, a point of contact with that agency shall be provided
including names, addresses, and telephone numbers. 2.b. The proposer
shall demonstrate the percentage of construction performed with his own
workforces. In evaluation the greater the percentage of construction
performed with the proposers own workforce, the greater the rating.
2.c. Past performance in dealing with adverse foundation conditions and
the remedial action or specification changes incorporated to rectify
such conditions. 2.d. Past performance on projects indicating
experience in monitoring and testing insitu tensile members and how
collected information was utilized. Phase II evaluation criteria are
the same as Phase I defined above. Price Proposal: Price will not be a
scored factor, but will be evaluated as to reasonableness and
affordability in both Phase I and Phase II. Evaluation factors other
than cost or price when combined are significantly more important than
cost or price. Award will be based on a combination of technical score
and evaluation of cost, which has been determined reasonable. This is
not a request for proposals. The issue date for the Request for
