23 -- SOURCES SOUGHT FOR EMERGENCY RESPOND TRANSPORT VEHICLE. SOL W90B3W-0000-0000 POC Technical Point of Contact: Joe Savel, 410-671-5393 (Site Code DAAD05) The U.S. Army Chemical and Biological Defense Command is conducting a market survey to determine the commercial availability of an emergency respond transport vehicle (ERTV). The requirement is for an ERTV that will be capable of transporting a crew of eight emergency response personnel from their routine work area to a chemical accident site. The workers will be wearing OSHA level A chemical protective clothing. This clothing consists of a fully encapsulated, pressurized chemical protective suite and a self contained breathing apparatus (SCBA). Accordingly, the vehicle must be equipped with a breathable air supply system to which the responders can tether while in route to a chemical accident. The air system must support a five hour mission. Also, the responder seating area must be equipped with a heat, ventilation, and air conditioning system for passenger comfort. The seats must be designed in a manner that will provide safe, comfortable seating for responders wearing fully encapsulated suites, and SCBA with 1 hour air bottles under the suits. The ERTV must meet Department of Transportation requirements for transporting responders on public highways.
