59 -- CASSETTE RECORDER SOL RFP 7158 DUE 031998 POC Luwanna Greene, (202) 324-3319 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation of this requirement, proposals are being requested and a solicitation package will not be issued. This is Request for Proposal Number 7158. This combined synopsis/solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Regulation Circular 97-3. This solicitation is 100% Small Business Set Aside. The Standard Industrial Classification code is 3651. The Small Business Size Standard is 750 employees. The Federal Bureau of Investigation requests proposals for a single award, Indefinite-Delivery, Indefinite Quantity commercial item contract. The contract is for an award year with four one-year options. The minimum quantity of supplies is 300 Units of Marantz Recorder PMD-221 (Mono) and 200 Units of Marantz Recorder PMD-430 (Stereo). The maximum dollar amount over the life of the contract is $500,000. The following provisions and clauses are applicable to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Provision 52.212-1 Instructions to Offerors-Commercial Items is amended to read as: (b)(12) Hand deliveries to any FBI location will not be accepted; (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offerors. Provision 52.212-2 Evaluation -- Commercial Items is amended to read as follows: (a)...The following factors shall be used to evaluate offers: Technical, Past Performance and Price. Technical capability and past performance when combined are significantly more important than price. The following are appropriate under 52.212-5: 52.203-6 Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.203-10 Price or Fee Adjustment for Illegal or Improper Activity; 52.219-8 Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; and 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. Offerors shall provide a completed copy of the provision at 52.212-3 with its offer. Offerors shall provide names, current addresses and telephone numbers of customers, either Government or commercial, that have received the same product during the past year (to be used for evaluation purposes). The below specifications do not constitute the establishment of a standard of quality, they are not to be considered the only product which will meet the specifications, and shall not be limited to these characteristics. Offerors can propose a brand name or equal to the Marantz Recorder. The Marantz Recorders, Model Numbers PMD-221 and PMD-430 are known to meet the specifications. Offerors proposing to supply manufacturers/models other than those specified in the notice will be required to submit, with their proposals, specification data sheets of proposed models sufficient to enable the government to determine their technical acceptability with the specifications stated below, as well as product samples which can be tested for compatibility. MONAURAL, MEDIUM DUTY CASSETTE RECORDERS: TAPE FORMAT: Phillips Type Compact Cassette; TRACK FORMAT: Two tracks; single output; TAPE SPEED: Selectable 1 7/8 and 15/16 ips; MOTOR: DC Servo Type; HEADS: Three Head System with read after Write; FREQUENCY RESPONSE: 40 -- 12.5khz @ 1 7/8 ips -- 40 -- 6.5khz @ 15/16 ips;SIGNAL TO NOISE RATIO: 56 dB; WOW AND FLUTTER: .12% @ 1 7/8 ips -- .15% @ 15/16 ips; OUTPUT LEVEL/IMPEDANCE: 650mV/2k ohms; INPUT SENSITIVITY/ IMPEDANCE: 40 mV line input -- .3 mV microphone input. The unit shall have the following: built in speaker with switch to disable speaker and headphone for private listening; tape counter; cue function with fast forward and rewind; pitch control to vary playback speed; Vu meter to observe recording level; to record via manual, limiting or ALC record level control; internal microphone and provisions for external microphone; have jacks for line input and output; have source/tape switch in order to set recording level prior to recording; be battery operated (internally) or via AC adapter; provisions for remote control of transport. STEREO, MEDIUM DUTY CASSETTE RECORDERS: TAPE FORMAT: Phillips Type Compact Cassette; TRACK FORMAT: Quarter track 2-channel stereo; TAPE SPEED: 1 7/8 ips; MOTOR: DC Servo Type; HEADS: Three Head System with read after Write; FREQUENCY RESPONSE: 35 hz -- 14 khz; SIGNAL TO NOISE RATIO: Normal 50 dB; With Dolby B -- 60 dB; With Compression (dbx) -- 75 dB; WOW AND FLUTTER: .1%; OUTPUT LEVEL/ IMPEDANCE: 500 mV/3.9K ohm; INPUT SENSITIVITY/IMPEDANCE: 70 mV/90K ohm; Microphone input -- .2 mV/19K ohm. The unit shall have the following: built in speaker to monitor the left, right or added left and right signals with a switch to disable speaker for private listening; tape counter; cue function with fast forward and rewind; pitch control to vary playback speed; left and right Vu meters to observe recording levels; to record via manual, Dolby B or compression (dbx); external microphones; left and right line input and output jacks; have source/tape switch in order to set recording prior to recording; be battery operated (internally) or via AC adapter.
