This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation 53SBNB860015 is issued as a Request For Quotation (RFQ No. 53SBNB860015). The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-03. This requirement is unrestricted and is being issued using simplified acquisition procedures, under authority of the test program cited in FAR subpart 13.5. The applicable Standard Industrial Classification Code is 3826, with a size standard of 500 employees. The National Institute of Standards & Technology (NIST) has a requirement for a Scanning probe Microscope (SPM) System. Performance and Physical Specifications, which list all salient characteristics are available and can be obtained via facsimile by calling the POC listed above. Proposals shall include the following Contract Line Item Numbers (CLIN): CLIN 0001 is (1) ONE EA. -- Scanning Probe Microscope System consisting of a minimum 133 MHZ Pentium tower-style computer with 5 Gb HD (minimum), a minimum of 64 Mb RAM, 3.5" 1.44 Mb FD, 17 in. SVGA Imaging monitor (color), 15 command monitor (color), Digital Signal Processor, Interface Electronics, SPM Controller, SPM Imaging and Image Analysis Software. CLIN 0002 is (1) ONE EA. Scanning Probe Microscope. CLIN 0003 is (1) ONE EA. -- Atomic Force Microscopy (AFM) Microscope Head. CLIN 0004 is (1) ONE EA. -- Phase Detection Electronics. CLIN 0005 is (1) ONE EA. -- Nanoindenting/Scratching Hardware and Software. CLIN 0006 is (1) ONE EA -- Vibration Isolation Table and Acoustic Enclosure. CLIN 0007 is (140) EA. -- Single Beam Silicon Probes. CLIN 0008 is (120) EA -- V-Shaped Probes. CLIN 0009 is (24) EA. Ultrastiff Silicon Probes. CLIN 0010 is (3)EA. -- Tip Holders. CLIN 0011 is (2) DAYS -- On-Site Training. The contractor shall deliver all line items FOB Destination, 90 days from the date of contract award at NIST, Bldg. 301, Shipping and Receiving, Gaithersburg, MD 20899. Total Price shall include delivery and installation. Training and installation shall be provided within one week from the date of delivery. The Contractor shall provide a full one-year warranty on all equipment provided. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors shall comply with the provision at FAR 52.212-2 and submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. The following factors will be used to evaluate proposals: (I) Instrument design features. (ii) Instrument performance characteristics. (iii) Price, and (iv) Past Performance -- proposals should contain a list of the last three customers for whom similar Scanning Probe Microscope Systems have been delivered by the contractor, who may be contacted as part of the past performance evaluation. Offers shall include appropriate product information and a statement of compatibility which clearly documents that offered products meet or exceed the specifications listed in the Performance and Physical Specification document referenced above.
