combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information contained in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation number is F08620-98-T1279 and is issued as a
Request for Quotation (RFQ). This RFQ incorporates provisions and
clauses as those in effect through Federal Acquisition Circular Number
97-02. This requirement is unrestricted, and the standard industrial
classification code is 3861. DESCRIPTION OF REQUIREMENT: self-contained
multimedia projection system, quantity 4 each. The following is a list
of salient physical, functional, or other characteristics that are
essential to the needs of the Government (this list is not intended to
be all inclusive): 700 ANSI lumens of brightness; 2000 hours lamp
life; true XGA 1024x768 or compressed SXGA 1280x1024 display;
projection range from 22 inches to 300 inches; swivel lens for
switching between portrait and landscape images; built-in carry handle
for portability, Triple 1.3" LCD poly-silicon TFT panels; compatible
with XGA/MAC 1024x768, NTSC, and PAL data and video; ceiling, tabletop
and rear projection capabilities; built-in opaque projection 2D/3D
object document camera (1/3 inch CCD, 480K pixels, resolution 500 lines
minimum) with zoom capability; zoom, focus lens system; lightweight and
compact (less than 20 pounds); wireless full-function remote control
with remote PC mouse capability; soft case with wheels; and radio
frequency (RF) mouse; system must be capable of projecting video images
from VCR/TV, camcorder, laser disc, or DVD player as well as PC/laptop
computer inputs. Suggested system is Toshiba TLP 511A, TCC03 Case, and
GyroPoint RF mouse. Quotations should include costs for FOB destination
to Hurlburt Field, Florida. Warranty information to include period and
coverage shall be stated. Availability/projected delivery time after
receipt of order should be provided. The following FAR clauses and
provisions are incorporated by reference and will remain in full force
in any resultant contract: FAR 52.212-1, Instructions to Offerors --
Commercial Items; FAR 52.212-2, Evaluation -- Commercial Items; FAR
52.212-3, Offeror Conditions -Commercial Items; FAR 52.212 4, Contract
Terms and Conditions -- Commercial Items; and FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
orders. FAR 52.212-3 is completed so that the following clauses under
paragraph (b) apply: 6, 7, 8, 9, 13, and 17. The following Defense FAR
Supplement (DFARS) provisions and clauses apply to this solicitation
and are incorporated by reference: DFARS 252.212 7000, Offeror
Representations and Certifications -- Commercial Items; and DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items. The following clauses under paragraph (b) of
252.212-7001 apply: DFARS 252.225-7001 and DFARS 252.225-7007. FAR
52.212-1 is amended to read: "Submit signed and dated offers in three
copies to 16 CONS/LGCY, 350 Tully Street, Hurlburt Field FL 32544-5825,
at or before 4:30pm CST, 13 March 1997. Offers may be submitted on
letterhead stationary or standard quotation forms and at a minimum must
show: (1) name, address, and telephone number of the offeror; (2)
technical description of the item(s) being offered in sufficient detail
to evaluate compliance with the requirement in the solicitation -- this
may include product literature or other documents if necessary; (3)
terms of any express warranty; (4) price and discount terms; (5)
Representations and Certifications at FAR 52.212-3 and DFARS
252.212-7000; (6) past performance information to include recent and
relevant contracts for the same or similar equipment and other
references -- including contract numbers, points of contact with
telephone numbers and FAX numbers if available, and other relevant
information for not more than 10 projects within the past 3 years; and
(7) the offer must include a statement specifying the extent of
agreement with all terms and conditions, and provisions included in
this solicitation. The proposal must be signed by an official
authorized to bind your organization. Offers that fail to furnish
required representations and certifications, or reject the terms and
conditions of this solicitation, may be excluded from consideration."
FAR 52.212-2, Evaluation -- Commercial Items, is amended to read: "The
Government anticipates award of a firm fixed price purchase order.
Award will be made to the responsible offeror whose offer conforms to
the solicitation and is the greatest value to the Government,
considering the price and the following technical factors listed in
descending order of importance: (1) salient characteristics; (2)
warranty coverage; (3) delivery time, and (4) past performance. For
this solicitation, the technical evaluation is slightly more important
than price. When technical proposals are evaluated as essentially
equal, price may be the deciding factor." Questions concerning this RFQ
must be submitted in writing; no telephonic responses will be
processed. Questions should be faxed to Darla Roberts and addressed to
