I. This Procurement will have a base ordering period with four option
periods. This is an Indefinite Quantity type contract. The quantity for
each period will be from 500,000 to 1,000,000 min/max. This is a Best
Value Source Selection acquisition. The following factors are
applicable: Product Demonstration Model, Past Performance, EDI
Capability, Bill and Hold Capability, Manufacturing Plan, Industrial
Mobilization, Social Economic Programs and Small Disadvantaged Business
Mentoring Agreements. While there may be some depot shipments, the
majority of quantities ordered are expected to be placed through "Bill
and Hold" shipments. Deliveries are scheduled to begin 180 days after
award. Primary specification is MIL-C-44048. Pattern date is 28 Mar
95. Participation will be limited to firms that are Planned Producers
for this item. Offering firms must have a Planned Producer application
on file prior to closing. An approved Planned Producer plan must bein
place prior to any award. Firms can direct inquires on becoming a
Planned Producer to this office. Anticipated issuance date is 31 Mar
98. Last award was placed in August 1995, at an average price of
$18.15. All materials must be contractor furnished. All materials must
be produced and manufactured in the United states or its possessions,
foreign made product is not acceptable. Multiple awards in increments
of 50%, 30% and 20% of solicited quantity are anticipated.
