TURKEYCOMM, sheri.simmons@ramstein.af.mil. The U.S. Air Force in Europe
is contemplating issuing a draft solicitation package for industry
review and market research. The solicitation package specifies
provisions for Turkey Base Communications (TURKEYCOMM) Operations &
Maintenance (O&M). The places of performance are manned and unmanned
sites throughout Turkey. Generally speaking, the TURKEYCOMM requirement
consists of telephone switchboard operations, telephone system
maintenance (inside/outside plant), antenna maintenance, ground radio
maintenance and a maintenance control/help desk as the primary
functions. The O&M effort will require the contractor to perform both
scheduled and unscheduled maintenance of equipment, and have the
ability to deploy mobile maintenance teams. The security requirement
for the offeror awarded the contract is U.S. Secret. A 3-month phase-in
period is projected beginning 01 Jan 99, with basic contract
performance beginning 01 Apr 99. The acquisition is anticipated to use
negotiated request for proposal procedures as specified in part 15 of
the Federal Acquisition Regulation. It is estimated that the formal
Request for Proposal will be released May 98. A firm fixed price
contract will be awarded to one responsible, responsive offeror who
submits a proposal considered the most advantageous to the Government.

sources sought synopsis is research into the market to ascertain

accepted by the Air Force to create a binding contract. In addition,
any information received is to be used for planning purposes only and
does not imply that formal requests for proposals will be issued. Such
