carth@lerc.nasa.gov. NASA Lewis Research Center is hereby soliciting
information from current and potential sources of satellite-based
global telecommunication architectures or services that possibly could
be used to satisfy portions of the data communications needs of NASA
science and human exploration missions in earth orbit. A significant
portion of NASA s space information network is characterized by major
nodes such as; International Space Station, Space Shuttle, and
Earth-orbiting spacecraft. This solicited information is needed to aid
in planning for possible future NASA sponsored studies, technology
development, and demonstrations that address NASA s potential use of
and transition to commercial satellite communications systems for the
NASA space information network. An important outcome is the
identification of associated technical, legal, and regulatory issues.
It is accepted by NASA that certain modifications/additions may be
required to both NASA and commercial systems in order to enable such
services. This possible future effort is likely to include feasibility
and technical trades studies, financial business case analysis, and
identification of any needed advanced technology developments. However,
no solicitation for such future activities yet exists. For the current
information request, qualified sources will have completed since 1992,
studies or proposals involving any satellite-based global
telecommunication systems for commercial or government sponsored
initiatives. Respondents will have proposed or evaluated system level
architectures for global communications applications and evaluated any
necessary technology advances. Concepts are also invited that might
lead to commercial service spin-offs from proposed approaches to
satisfying NASA s space information network communications needs.
Vendors having the capabilities necessary to meet or exceed the stated
requirements are invited to submit appropriate documentation,
presentation materials, study reports, literature and brochures. Any
proprietary material must be marked as such so that confidentiality
will be maintained. Any information on existing contractual vehicles
with the U.S. Government that may be available for potential
contractual arrangements should be also submitted. This synopsis is for
information and planning purposes and is not to be construed as a
commitment by the Government nor will the Government pay for
information solicited. Respondents will not be notified of the results
of NASA s evaluation of the materials submitted. Respondents deemed
fully qualified may be contacted by NASA Lewis Research Center for
further information or briefings, and will be considered in any
resultant future solicitations on this topic. Firms responding should
indicate whether they are a socially or economically disadvantaged
business firm, an 8(a) firm, a small business, and/or woman-owned
business. The Government reserves the right to consider a small
business or 8(a) set-aside based on responses hereto. All responses
