R -- CONTRACT EXTENSION POC Shelly Hall, (937) 257-5841 ext. 4198 Wright-Patterson Air Force Base, OH intends to negotiate on a sole source basis under the authority cited in 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii) with Lear Siegler Services, Inc. for a six-month extension of its contract to provide engineering and technical personnel to support the operation and maintenance of laboratory equipment and software for the Crew Systems Integration Laboratory (CSIL) at the Human Effectiveness Directorate (HEC), Air Force Research Laboratory (AFRL). The purpose of this extension is to continue support until the follow-on contract is awarded. This is not a Request for Proposals (RFP) nor is an RFP available. Unique capabilities for providing services, inherent duplication of cost to the Government, and unacceptable disruptions and delays in operating the CSIL make competition for this extension period unfeasible. This notice is being published for subcontracting purposes only. "Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
