synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation No.: 52-DKTA-8-90039 is issued as a
request for proposal (RFP). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-03. This RFP is being conducted under full and open
competition. The SIC Code is 7389, the size standard is $5.0 Million

time to prepare and issue responses to all offerors prior to closing

301-713-0809. Requirement Description: The Contractor shall furnish the
necessary personnel, material, equipment, services and facilities
(except as otherwise specified), to perform the following Statement of
Work/Specifications for the USA National Pavilion at the 1999 Paris
Air Show, from about May 15-June 25, 1999. This award will cover the
1999 USA National Pavilion; and include an option for the 2001 USA
National Pavilion. The Paris Air Show (the "Air Show") is the most
prestigious show in the world for the aerospace industry, attracting
exhibitors, buyers, agents, distributors, and potential investors from
all over the world. Since 1915, the Air Show has been organized and
operated on a biennial basis (odd- numbered years) by the Salons
Internationaux de l'Aeronautique et de l'Espace (the "Salon"), a French
quasi-governmental entity. In 1997, the Air Show featured almost 1,900
exhibitors or groups of exhibitors, from approximately 45 countries,
at its location at Le Bourget Airport outside of Paris. The USA
National Pavilion (the "Pavilion") has been a major export showcase for
the U.S. aerospace community. Following the 1995 Air show, the U.S.
Department of Commerce (USDOC) decided to partially privatize the 1997
Pavilion. While USDOC continues to sponsor the Pavilion, its
organization and management were handled by a private show organizer
with a staff member of USDOC's Office of Aerospace overseeing the
contract. In addition to managing the contract, USDOC maintained the
responsibilities of providing support for official delegations visiting
the Pavilion, securing the President's personal representative to the
show and formulating his schedule and those of senior USDOC officials,
and organizing and staffing both an Aerospace Products Literature
Center (APLC) and a Business Information Office within the Pavilion.
The Pavilion has, and will continue to have, a strong governmental
character. Historically, federal agencies such as NASA, DOT, NOAA, FAA
and DOD have exhibited at the Pavilion and taken part in promoting
U.S. products and technology and we expect that to again be the case in
1999 and 2001. The President has also designated a representative to
the show and we expect that practice to continue. U.S. Government
officials, such as the Secretaries of Commerce, Transportation, and
Defense, have made public appearances at the Pavilion, and foreign
government officials have paid ceremonial and courtesy visits. The U.S.
Ambassadors have hosted large receptions at the Ambassador's residence.

Proposals must be submitted in writing and signed by an authorized
individual of the company. The Government will not accept electronic,
telegraphic, facsimile, or telephonic proposals. FAR Provision
52.212-1, entitled "Instructions to Offerors-Commercial Items", applies
to this solicitation. There are no addendas. Award will be made to the
responsible, responsive offeror whose bid is technically acceptable
and whose offer represents the best value to the Government. The
Government intends to make one award. Each offeror shall include a
completed copy of FAR Provision 52.212-3, entitled "Offeror
Representations and Certifications-Commercial Items", with its
proposal. FAR Clause 52.212-4, entitled "Contract Terms and
Conditions-Commercial Items", applies to this acquisition. There are no
addenda to FAR 52.212-4. FAR Clause 52.212-5, entitled "Contract Terms
and Conditions Required to Implement Statues or Executive
Orders-Commercial Items," applies to this acquisition. With respect to
the additional FAR clauses cited in FAR 52.212-5, the following apply:
52.225-35, 52.222-36 (Department of Commerce Deviation), and 52.222-37.
Other than as stated above, there will be no further terms and
conditions. This acquisition is not rated under the Defense Priorities
