INDUSTRY BRIEFING FOR POSSIBLE OUTSOURCING UNDER THE COMMERCIAL ACTIVITIES OMB CIRCULAR A-76 The Naval Air Warfare Center Weapons Division (NAWCWPNS), Point Mugu, CA plans to hold and Industry Briefing on 19 March 1998, from 0900-1700 at the Residence Inn, 2101 West Vineyard Avenue, Oxnard, CA. A site visit is scheduled for 20 March 1998 from 8:00 a.m. to 11 a.m. The requirement will be to install, test, operate, maintain, repair, and support NAWCWPNS Range Communications and Antenna Systems. The acquisition will be conducted as a Cost Comparison Study as prescribed by OMB Circular A-76 for the Performance of Commercial Activities. The determination whether to make this requirement a Small Business Set-Aside will be based on the results of the sources sought synopsized in the CBD on 2 February 1998. The Standard Industrial Classification (SIC) Code is 4899 and the small business standard is $11 million average annual receipts over a three year period. In the event the function is contracted out the successful offeror must possess the ability to obtain a Top Secret clearance. The purpose of thebriefing is to inform prospective contractor's of the Government's requirements. The forum is currently scheduled to provide several briefs. The briefing topics are: (1) Commercial Activities (CA) Outsourcing Overview (A-76), (2) Communications Overview, (3) Contracting Methodology and (4) PWS Overview.
