material, equipment, transportation, mobilization, and demobilization
for the construction and installation of three (3) sets of Ship
Utilities Shore Ties, to be operational on 24 July 1998, for compressed
air, water, sewer, television, telephone and power. The construction
involves shore tie assemblies for each utility, air, water, sewer main
extensions, television and telephone main extensions, 15,000 and 480
volt main extensions, upgrade and installation of a new substation and
the installation of interim power devices, Government Furnished, until
such time that permanent long lead delivery switchgear and transformers
are received and installed at the US coast Guard Integrated Support
Command (ISC) in Ketchikan, Alaska. The estimated price range is
approximtely $500,000 to $1 million. Duration of the project is
approximately 6 months. Plans and specifications will be available on
or about 16 March 1998. SIC CODE: 1629. There is a $25.00
NON-REFUNDABLE charge for each set of plans and specifications. To
obtain plans and specifications, you must sent a written request
accompanied by your company check made payable to: U.S. Coast Guard.

INFORMATIONAL PURPOSES ONLY: The Department of Transportation (DOT)
Office of Small and Disadvantaged Business Utilization (OSBDU), has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides an
80 percent guaranty on the bond amount on the bond amount to a surety
against losses. Loans are also available under the DOT Short Term
Lending Program (STLP) at prime interest rates to provide accounts
receivable financing. The maximum line of credit is $500,000. For
