Z -- MAINTENANCE HIGH VOLTAGE DISTRIBUTION & FIRE EXTERIOR LOOP SYSTEM SOL N47408-98-Q-3424 DUE 040398 POC Contract Specialist, Carrie de Jesus, (805)982-6066, FAX (805)982-9121 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is unrestricted commercial item purchase, SIC Code 1731, 7.0M; Est price range is $1,000,000.00 to $5,000,000.00. Sub-contracting plan is required for Large Business only. Thirty (30) minutes response time to emergency calls are required. Area of consideration is Ventura County. This is a combination FFP & IQ contract. Term is NTE 60 months. Service to be performed at NCBC, Port Hueneme, CA. The following FAR Clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors -- Commercial Item, FAR 52.212-3 Offeror Representations & Certs -- Commercial Item, FAR 52.212-5 Contracts Terms & Conditions and FAR 52.212-2 Evaluation -- Commercial Items or FAR part 13.106-2 will be used as evaluation factors. Past Performance and Cost are approx equal in importance. The Government reserved the rights to add more contract clauses at time of award. Site Visit shall be arranged with Mr. Bill Mussman at (805)982-5348. GENERAL REQUIREMENTS: The KTR shall maintain the Electrical Distribution and Emergency Generation Systems as described in Attachment JC-1. The work shall include, but is not limited to, the identification, planning, scheduling, status reporting, and analysis of electrical distribution emergency generation systems operations, maintenance and repair and rewinding of motors. Electrical Distribution includes all facility electrical distribution systems such as (1) overhead and underground transmission and distribution lines from delivery points to all main service entrance switches in buildings, including substations and accessories; (2) exterior lighting systems, including street, flood, perimeter and security lighting; (3) secondary drops to the building weatherhead or first connection to the building system; (4) all components of ship-to-shore power systems, including portable power cables and connectors, receptacles, controls, and enclosures; and removal of limbs and debris from close proximity of power lines. All 5kv and above underground cables repaired or replaced made under this contract shall have a High -Potential test made upon completion of the repairs and before cables are energized. All work shall be in accordance with the most current National Electric Code, Calif General Order 95 (G.O. 95), (G.O. 128) and the original equipment manufacturers (OEM) most current written instructions and specifications, which the KTR shall obtain at no additional cost to the Gov't. The KTR shall establish and maintain a complete Quality Control program in compliance of the statement of work and shall furnish all facilities, equipment, materials, parts, supplies and tools necessary for the performance of the work of this contract unless otherwise specified in this contract. Items of equipment necessary to perform work, shall be furnished, maintained and operated by the KTR which include but not limited to trucks, forklifts, roll-off containers, and hand operated power driven equipment. DETAILED REQUIREMENTS: 0001AA -- Provide Substation Maintenance. On a semi-annual basis, provide maintenance to the three NCBC Substations (Lehman, CBC, and West Jetty). The KTR shall inspect, clean and lubricate substation equipment. Equip shall be maintained to OEM 's most current specs. The KTR shall perform housecleaning services to the substation grounds and areas like trash cleanup and sweeping. Provide a schedule of regularly scheduled inspection and cleaning of systems to the Gov't Rep, prior to start of work and maintain records of repair and/or replacement to include labor, material and equip. 001AB-Remedial repairs labor. (Option Years Only) Est 2500 MH: The KTR shall provide labor for remedial repairs to the Distribution Sys and Fire Alarm Loop. This work shall be ordered as needed by the Gov't Rep. Unscheduled repairs and emergency service call work under this line item shall be for labor only. This work shall be identified by PW personnel through service call or work order. 0001AC-Fire Alarm Loop Testing: Provide testing services four hrs a week for fifty-two consecutive weeks. Testing shall include open and closed circuit tests. Tests shall alternate each week so even weeks the circuits are tested open and odd weeks the circuits are tested closed. Tests shall consist of one box tested on each circuit. boxes shall not be routinely tested again until all boxes in the circuit have been tested. Maintain records of all tests and shall be kept at the Fire Station and shall be kept current. 0002AA -- Emergency Call-in (After hrs): After hrs shall be defined as 1630 through 0700 Mon through Fri and 0001 through 2400 Sat, Sun and Federal holidays. Provide maintenance staff to respond to NCBC emergencies. This shall include Distribution and Fire Systems trouble calls. Maintain records of alarm and trouble call response. Provide a "Call-In" reportone working day after call has been received, to the Gov't Rep. The report shall include the following: 1. Date and time of call 2. Caller from NCBC. 3. Type of work required (Power Distribution or Fire Alarm System). 4. ECD 5. Est cost if required) 0002AB -- Emergency Call-in (Normal hrs): Normal hr response shall be between the hrs of 0700 and 1630 Mon through Fri. 0002AC -- Remedial Repairs (labor): A portion of the work included in the scope of this contract cannot be identified in advance in sufficient detail to be included as a unit priced task. Provide labor to perform remedial repairs (during normal work hrs) identified and approved by Gov't Rep. Maintain documentation for all work. 0002AD -- Remedial Repairs (materials): A portion of the work included in the scope of this contract cannot be identified in advance in sufficient detail to be included as a unit priced task. Material prices shall be the manufacturer's current retail or the suppliers listed prices. KTR shall provide invoices to Gov't Rep for all material purchased. 0002AE. -- Equipment: A portion of the work included in the scope of this contract cannot be identified in advance in sufficient detail to be included as a unit priced task. Equipment price shall be the KTR's actual cost for use of equipment. 0001 BASE YEAR -- FIRM FIXED PRICE: 0001AA Provide semi-annual substation maintenance for 3 units; 0001AC Fire Alarm Loop Testing 300 MH; 0002 BASE YEAR -- INDEFINITE QUANTITY: 0002AA Emergency Call-in After Hours- Est. 300 MH0002AB Emergency Call-in Normal Work Hours- Est. 200 MH; 0002AC Remedial Repair (Labor) Est. 2,500 MH; 0002AD Remedial Repair (Material) NTE (Base: $45,000; First Option: $45,900; 2nd, 3rd, and 4th $46,818 each option yr); 0002AE Remedial Repair (Equipment) NTE (Base: $75.50: First Option : $77.01; 2nd, 3rd, and 4th $79,051.02 each option yr); NOTE: Above line items are repeated on all the options years + above described line item 0001AB Remedial Repair (Labor) estimated at 2500 MH. KTR to furnish priceson above in detail with extended cost and totals. OTHER REQUIREMENTS: The Gov't, at its option, may require the KTR to utilize GFP when available. The KTR shall provide all equip, new parts, materials and services to perform the requirements of this contract. All replacement units, parts, and materials to be used in the maintenance and repair of equip shall be compatible with existing equip; shall conform to mfgr technical specs, and shall be used IAW original design and mfgr intent. DISPOSITION OF ENVIRONMENTALLY SENSITIVE WASTES: Appropriate Material Safety Data sheet (MSDS) shall be submitted to the Gov't Rep for approval. All consumable products shall be the responsibility of the KTR, and as such, the KTR shall make every effort to recycle versus dispose of the consumable wastes. HAZARDOUS WASTE SPILL: A spill contingency plan shall be submitted for approval within 15 days from "DOA." The Contractor shall transport these items to an approved recycling and/or treatment/disposal facility by the U.S. EPA/Calif Dept of Toxic Substances Control (DTSC). Should a spill occur during transportation of the hazardous wastes, the KTR shall immediately notify the NCBC Environmental Dept, Deputy Director, Mr. Bill Venable, (805) 982-3771. WORK DOCUMENTATION required by this contract to be submitted within 15 calendar days of "Notice of Award" are: Work Scheduling. The KTR shall coordinate work with the CO for approval, a work schedule of planned power outages during the term of this contract. Any changes to the schedule shall be coordinated with the Contracting Officer at least 24 hours in advance. Maintenance procedures: The KTR shall submit documentation of circuit breaker (Substation Maintenance) to the Gov't Rep for approval, a schedule of maintenance procedures for the systems. The schedule shall include activity, frequency, and manufacturer's reference. Recycling/Disposal Facility. The KTR shall submit the name(s), address, phone number(s) of the recycling/disposal facility utilized in the disposition of any wastes generated by the specifications. A copy of the facility's permit for the type of waste processed shall be required. Contractor's Personnel, and Contractor's License Certifications: The KTR shall provide Certs, or resumes showing training or experience of personnel to work on High Voltage power lines that have qualifications as "lineworkers". These keyworkers shall have a minimum of five years experience as certified lineworkers. Certs shall be by a state recognized organizations i.e. City, County, State or similar association(s). Personnel shall be trained in the appropriate procedures in accordance with the OEM installation and maintenance specs for the equip being maintained and shall comply with all State of CA Licensing Requirements for the work being performed. Certs shall include the name of the person to whom the license was issued, classification(s), license number, and the date of expiration. Reporting. The KTR shall provide a written report with each invoice for payment of all work accomplished during the preceding month including work done in addition to scheduled preventive maintenance. ELECTRICAL DISTRIBUTION AND EMERGENCY GENERATION SYSTEMS/EQUIPMENT The KTR shall maintain the following systems and equip- Overhead Distribution Lines: 1). Overhead Distribution Lines: 4,160 volt, 3 phase, 4 wire, wye connected, solidly grounded, est. length 28.9 miles. 2). Underground Distribution Lines: 4,160 volt, 3 phase, 4 wire, wye connected, solidly grounded, 4 single conductor cables in duct, est. length 4.4 miles and 480 volt, 3 phase, ungrounded, one 3 conductor cable in duct (under or in piers), est. length 6,000 feet. 3). Outdoor Substations: a. "Seabee Sub", 12,470 volts -- 4,160 volts, 20,000 KVA, 9 secondary feeders, b. "Lehman Sub", 12,470 volts -- 4,160 volts, 20,000 KVA, 4 secondary feeders, c. "West Jetty Sub", 12,470 volts -- 4,160 volts, 20,000 KVA, 2 secondary feeders, d. "Wharf 6 Sub", 12,470 volts -- 480 volts, 1,500 KVA, 2 secondary circuits and e. "Wharf 4 Sub", 12,470 volts -- 480 volts, 1,500 KVA, 1 secondary circuit. e. "Wharf 4 Sub", 12,470 volts -- 480 volts,,500 KVA, 1 secondary circuit. 5). Emergency Generation System: Est. 21 generator sites Generators range in size from 45 kw to 800 kw. 1-800, 12-200, 5-100, 1-60, and 2-45. 6) Exterior Lighting System: Two hundred Fifty street lights on steel and wood poles, 150 to 250 watt, HPS type with integral photo cell control in each.
