Sources Sought. This is not an RFP. Potential sources are being sought
for a possible development and production contract to replace the P-3
Aircraft propeller. NAVAIRSYSCOM intends to conduct a full and open
competition in fiscal year 2001 to award at the beginning of fiscal
year 2002. However, the USN has not yet decided if the procurement will
be competed as a prime effort or be competed by a prime contractor as
a subcontract to a larger requirement. Current plans are for
acquisition of production kits that would be installed beginning in
fiscal year 2004. This requirement will include quantities for all
in-service P-3s (approximately 250 aircraft or 1000 propeller
assemblies), spares, and an unknown quantity for foreign P-3 operators.
The new propeller should have the following general performance
characteristics: Optimized for P-3 cruise and loiter conditions;
Improved takeoff and climb performance; Equal to or better than
operating performance envelope for existing propeller; Expanded
aircraft operating envelope for inflight feather and restart
capability; and improved duration for loiter during cold weather. The
propeller shall exhibit an improved Mean Time Between Failure, improved
Mean Time Between Removal and improved Mean Time To Repair as well as
reduced scheduled maintenance requirements, reduced
preflight/postflight servicing requirements, reduced setup time for new
propeller installation and self-diagnostics and Built In Test
capability. Additionally, the new propeller must interface with
existing reduction gear box and engine, be compatible with existing
engine controls, the blades should be capable of variable and
reversible pitch angle, have improved inflight anti-ice/deice
capability and improved inflight synchrophasing capability. Companies
