modification is to indicate that the RFQ will be awarded via full and
open competition. NASA/ARC plans to issue a Request for Quotation
(RFQ) for LONG WAVELENGTH INFRARED 200MM LENS. This lens is intended as
a supplemental lens to be used on an existing long wavelength infrared
imaging system, an Amber Engineering AE4128 system. This procurement
uses Simplified Acquisition Procedures (SAP) and is being conducted
under the NASA Acquisition Internet Service (NAIS) Forms Pilot; a Pilot
being conducted at several NASA Centers. This Pilot was developed in
response to the National Performance Review's call for increased use of
electronic commerce in exchanging procurement information. The Pilot
uses several prescribed Commercial-Off-The-Shelf (COTS) software
applications to validate the feasibility of receiving proposals
electronically, including encryption software to protect quotes from
tampering. Vendors wishing to participate in this procurement by
submitting an electronic quotation must first install and utilize the
applications (provided free of charge) identified at
http://klatu.arc.nasa.gov/Projects/NAISPilot/NAIS_Pilot/Tools.html .
Pertinent specification requirements are as follows: Long Wavelength
Infrared (8.0 -- 15.0 microns) 200 mm f/2.0 lens containing 200mm focal
length, f/2.0, back flocal length 2.4", back working distance 2.3",
mounting type compatible with existing long wavelength infrared imaging
system, an Amber Engineering AE4128 system. Lens should be
anti-reflection coated to extend transmissivity range. Compliance
documentation required. Delivery FOB Ames Research Center within 90
days ARO. Anticipated release date of RFQ is 3/3/98; closing 3/10/98.
The Government intends to acquire a commercial item using FAR Part 12.
