Command, Naval Air Warfare Center Aircraft Division, Patuxent River,
MD plans to acquire on a firm fixed price basis a Rheometric Scientific
High Temperature Viscoelastic Measurement System (Advanced Rheometric
Expansion System (ARES)), for the Polymers and Composites Branch, Code
4.3.4.3, Naval Air Warfare Center Aircraft Division, Patuxent River,
Maryland, 20670-5304. The Strain Rheomenter is used in support of the
NAWCAD Materials Division inproviding NAVAIR with polymer development
and characterization. This is a modification to CBD Submission No.
171777, dated February 24, 1998. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
format in the Federal Acquisition regulation (FAR), Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Proposals are being
requested. A written solicitation will not be issued. Solicitation #
N00421-98-R-1135 is issued as a Request For Proposal (RFP). The
incorporated document, provisions and clauses are those in effect
through Federal Acquisition Circular 90-45 and Defense Acquisition
Circular 91-9. This acquisition will be negotiated on a sole source
basis with Rheometric Scientific, One Passumtown Road, Piscataway, NJ
08854 under the authority of FAR 6.302-1 (Only one responsible source
and no other supplies or services will satisfy agency requirement. The
sole source determination is based on the following factors: [A] The
primary components of this system is a control strain rheometer which
is used to characterize viscoelastic properties of thermosets and
thermoplastic polymers. [B] The system must have the capability to
perform dialetric measurement of polymers simultaneously with strain
measurement. The properties measured are shear modulus, complex
viscosity, storage modulus, loss modulus and ionic conductivity. [C] It
is mandatory that the system be a controlled strain rheometer in order
to be able to reexamine historical data and provide continuity in
analysis for ongoing projects. [D] The new system must be compatible
with the existing Rheometric RDA II system presently being used by the
Materials Branch. This commonality includes sample tooling and
software since the two systems together will continue to evaluate new
work as well as ongoing R&D investigations. [E] The Advanced Rheometric
Expansion System must be a strain rheometer with the following
capabilities: [1] Dynamic Strain Sweep with a range from 0.002 to 2,000
(g-cm) torque. [2] Dynamic/Fix Frequency Range 0.00001 to at least 100
rad/sec. [3] This must be a two head system consisting of an actuator
and transducer. The transducer must have both torque and normal force.
The normal force must be a transient measurement. [4] The Environmental
system must have a temperature range from -150 to +600 C. [5] The
system must be able to perform time/cure temperature ramp, Steady state
ramp, stress relaxation, step strain rate, creep and single point
measurements at a givenfrequency and strain. [6] The tooling must be
compatible with the existing Rheometric RDA II system. [7] The system
must be able to perform dieletric thermal analysis with a frequency
range of 20 Hz to 1 MHz. The contract line item numbers (CLINs) are as

Government full coverage of any standard commercial warranty normally
offered in a similar commercial sale. Acceptance of the warranty does
not waive the Government's rights under the Inspection clause, nor does
it limit the Government's rights with regard to the other terms and
conditions of the contract. In the event of a conflict, the terms and
conditions of the contract shall take precedence over the warranty. The
warranty period shall begin upon final acceptance of the items listed
