66 -- HIGH RESOLUTION GAS CHROMATOGRAPH/HIGH RESOLUTION MASS SPECTROMETER SOL DACW39-98-R-0011 DUE 042198 POC Contract Specialist EMMA ROBERTS (601) 631-7257 (Site Code DACW39) Furnish and deliver a high resolution gas chromatograph/high resolution mass spectrometer (capable of performing EPA Methods 8290 and 1613). The instrument shall be a new and unused high resolution, high sensitivity dual focussing mass spectrometer system. This system includes: a fully laminated magnet which can analyze 2000 amu at a minimum of 5 kV accelerating potential with resolution of greater than 60,000 (10% valley), a plug in source module with positive and negative ion capabilities, and a CI reagent gas inlet. The instrument shall be computer controlled by a computer system with a modern operating and graphics system. Data system software shall permit all necessary acquisition routines appropriate for mass spectrometry and perform complete automated instrument control including autotune. The instrument shall be capable of performance of USEPA Methods 1613 and 8290 for Dioxin and be capable of satisfying the following performance factors: Signal to Noise Ratio on TCDD: In the selected ion recording (SIR) mode at 10,000 resolution while selecting two masses from natural 2,3,7,8-TCDD (m/z 319.8965 and 321.8936) and two masses from 13C 2-2,3,7,8-TCDD (m/z 331.9368 and 333.9339) plus a lock mass and lock mass check (m/z 316.9824) from PFK. The signal to noise ratio at m/z 321.8936 from 100 femtograms of 2,3,7,8-TCDD standard will be: S/N 100:1 where noise is peak to peak measurement encompassing 95% of noise data points (Equivalent to four standard deviations, i.e., plus or minus 2 sigma about the mean) and S/N 200:1 where noise is mean positive going noise to mean negative going noise about mean (EPA protocol 8290) (Equivalent to two standard deviations, i.e., plus or minus sigma about mean). The instrument shall be capable of operating in a completely automated mode. The instrument shall be demonstrated to perform methods 1613 and 8290 without any operator intervention beyond loading the autosampler. Complete autotune, calibration, calibration check, and re-autotune on failure of calibration check, operation from a remote PC, notification at remote location by phone and computer of system failure, failed autotune, calibration, or calibration check must be demonstrated. The company shall provide an installation kit and manuals kit and furnish technical representatives from the company to set up the instrument in our laboratory and adjust it to meet established standards of performance. Successful installation will be gauged by the operating system achieving the operating specifications. Upon completion of the applications training the system must be capable of performing both EPA method 1613 and 8290 in a fully automated manner (including recalibration and autotune).
