The Billings Area Indian Health Service intends to issue a sole contract to Eastman Kodak under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is for: developing a method of reading ultra sound images at remote locations for the purpose of determining the health status of Native American patients. This vendor is the sole provider of imaging software for the Deaconess Hospital. Deaconess has entered into several pilot project involving the Billings Area Indian Health Service and will require compatability with their existing imaging infrastructure. In addition, the vendor is the only one that utilizes open database connectivity (ODBC) via Windows N/T architecture, the same used by both the Billings Area IHS and the Deaconess Hospital. The benefits to the Government are mainly found in the savings of employee time and implementation costs that this standardization around imaging systems technology provides. Several inquiries were made to other companies, however, none of the other vendors used ODBC; a requirement for both the Billings Area IHS and Deaconess Hospital. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302. Interests persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All proposals received by 3/11/98 will be considered. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
