This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is issued as a request for offers (RFQs). Submit written offers (no oral ones), on requisition F41636-98-Q-0441. All Statement Of Need requirements must be meet as they appear at the bottom of this notice. This procurement is 100% Small Business Set Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. Standard Industrial Code 7373.The provisions at FAR 52.22-41Service Contract Act of 1965, as amended (May 89) applies to this solicitation. The employee classes are 03072 Computer Programmer II, 03073 Computer Programmer III, 03101Computer Systems Analyst I, 03102 Computer Systems Analyst II with 29.55% fringe benefits. U.S Department of Labor, wage determination number 94-2521 revision 15 (11/26/1997) is applicable to this requirement. Delivery: 180 days after award. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252-212-7000, Offerors and Representations and Certifications -- Commercial Items, applies to this solicitation. Award will be based on technical capability/past performance equal to lowest price, responsible offer. Offeror must provide a minimum of three Websites that have been developed by the offeror in the past two years as references. Two separate quotes for development and hosting must be provided. Hosting requirement billing to start after the complete project has been accepted at the end of the 180 day development cycle. The offeror must be able to perform the development requirement and the hosting requirement with no or limited use of subcontracting. Offers must be sent in writing to the POC indicated above. Offers (in writing), are required to be submitted not later than 4:00PM (CST), 24 Mar 98, acceptance must be good for 60 days. Award will be made on or about 17 Apr 98. All responsible sources may submit an offer, which, if timely received will be considered by this agency. STATEMENT OF NEED for DLIELC Web Site Initiative Requirement 1.0 Background. The World Wide Web is one of the most powerful information tools to emerge since the personal computer. It allows beginners to peruse millions of pages of information on almost any topic including text, pictures, sound, and video clips. It also allows you to jump from one related source to another at the quick click of a mouse button. The Web is being used as an inexpensive way for businesses, schools, and government offices to make their products and services available to more customers and potential customers than was ever thought possible. Defense Language Institute English Language Center (DLIELC) wants to develop a Web Site presence to take full advantage of this educational and business vehicle. 1.0 Scope. Defense Language Institute English Language Center (DLIELC) is looking for Internet/Intranet Solutions Provider to develop, implement, host and service our Web Site Initiatives. 2.0 Requirements. The Solutions Provider shall provide all necessary labor services and facilities unless otherwise indicated or furnished by the Government. This will facilitate the efficient completion of the designated tasks outlined in this Statement of Need. The Solution Provider shall provide a project leader for all developmental services performed on DLIELC's Intranet/Internet Initiative. The Solution Provider must provide names and references for any subcontractors used to meet these requirements. 2.0.1 Web Site Creation. In conjunction with DLIELC, the Solutions Provider shall develop our Web Site using HTML, Java Script or any other web compatible programming language. The Solutions Provider shall provide a list of Web Sites developed so DLIELC can view, navigate through and ask their customers about their services and performance. The Solutions Provider shall provide a system administration (web master) to interface with DLIELC's web master on a weekly basis during the developmental phase. The Solutions Providers web master will provide assistance and guidance to DLIELC with the administration and conduct of the web site. In addition, this support will include keeping DLIELC web master abreast of software updates and new Internet technologies, as they become available. 2.0.2 Web Site Hosting. The Solutions Provider shall host the Web Site on DLIELC internal web servers. The Solutions Provider will provide technical support in setting up our web server to ensure the web site is installed correctly and a solid connection is made between DLIELC and the provider's hosting location. The Solutions Provider shall also provide technical support Mon.- Fri. from 8am to 5pm CST to lend assistance in resolving any problems DLIELC cannot solve. 2.0.3 Web Site Security. The Solutions Provider will insure security procedures and protocols are in place through a wide range of firewalls, proxy servers, or other security protocols to prevent unauthorized access to restricted areas within DLI's Web Site. 2.0.4 Web Site Development and Access. The Solutions Provider will develop a Web Site for DLIELC enabling all users to communicate within and outside of DLIELC's network. The Solutions Provider shall connect DLIELC to the Internet at speeds ranging from 56kbs to 1.5Mbps. The connections options offered shall include Fractional T1 or full T1 interfaces depending on our usage and needs. 2.1 Web Site Development. The Solutions Provider shall develop DLIELC Intranet/Internet in Three Phases: a. Phase I: Phase I shall be completed 90 Days after the start date of the project. DLIELC and the Solutions Provider shall agree upon this date. The following things shall be accomplished during Phase I:1. DLI Main Home Page 2. Phase I Links a. Mission b. Organization c. Phase II: Phase II shall be completed 120 Days after the start date of the project. The following things shall be accomplished during Phase II: 1. On-Line Lab scheduler 2. On-Line Ordering System 3. Phase II Links a. Courseware Catalog b. Language Testing c. Help Desk with Data Base Integration c. Phase III: Phase III shall be completed 150 Days after the start date of the project. Intranet Established 3.0 Special Web Site Requirements. The Solutions Provider proposal shall incorporate and support the following special requirements into DLIELC Web Site design. 3.1 Decision Support/On-line Help Desk. The computer help desk and other divisions will be able to develop an on-line area dedicated to the interactive sharing of helpful or how-to information. This information must be maintained and stored for future recall. In addition, the solutions provider will develop a "Trouble Call" form enabling the user to request technical support on line. 3.2 Automated Lab Scheduling. Teachers will be able to schedule lab time on-line. This will give them the ability to plan the use of labs based on the frequency of use. 3.3 On Line Ordering System. The Solutions Provider shall develop an on line ordering system to facilitate the procurement of educational materials 24 x 7 days a week. The vehicle for purchases will be credit cards over a ciphered transmission. 3.4 Personnel Directory. The Solutions Provider will develop a directory listing for all personnel working within DLIELC. This directory will contain as a minimum, the person's Name, Grade/Rank, Phone Number, Building and Room Number, and e-mail address. Designated personnel within DLIELC must have the ability to update the directory as needed. 3.5 Photo Cell Technology. The Solutions Provider must have experience with the design and implementation of photo cell technology. This technology will give potential students the ability preview DLIELC's facilities before arriving on campus. 4.0 Implementation and Acceptance Plan. The Solutions Provider shall install hardware and the developed application software in accordance with the Implementation Plan. The Solutions Provider shall determine when the Intranet/Internet is operational prior to it being turned over to the DLIELC for acceptance tests. DLIELC will have 30 days of on site testing after the system is implemented before the government accepts or rejects the Intranet/Internet Project. DLIELC will have 10 working days to accept or reject the other deliverables. 4.1 Government Acceptance Criteria. If the government fails to complete the review within the review period, the deliverable will become acceptable by default. The Solutions Provider shall provide written documentation stating the Intranet/Internet was operational prior to turnover to DLIELC for the acceptance test. 5.0 Training. Training sessions shall be conducted by the Solution Provider for selected users. These sessions shall include hands-on instructions or classroom training during a time mutually agreed upon by the Solutions Provider and DLIELC. The user manual will be the principal course document. 6.0 Maintenance and Administrative Support. The Solutions Provider shall provide maintenance and Administrative Support for the duration of the service contract after the successful accomplishment of all phases. The Solutions Providers' assistance will be based upon the installed system provided no changes are made to Intranet/Internet configuration. Maintenance and Administrative Support shall include the following: a. Answer questions and troubleshoot problems concerning the Web Site operations. Provide step-by-step assistance to DLIELC's Webmaster on how resolve any problems with the site functionality. b. Provide a dedicated Web Master responsible for the daily operations of the Web Site. The Web masters duties shall include but are not limited to the following duties: 1. Meet with DLIELC's Webmaster to develop DLIELC's Web Site and to determine the layout for each lower page. 2. Articulate DLIELC's design specifications to the graphics designers insuring the highest quality Web Site graphics and functionality. 3. Train specified user how to update their divisions' home page to keep them current on the latest information happening within each division. 4. Coordinate the creation of graphics for lower level pages. 5. Meet with DLIELC's Webmaster quarterly to discuss changes to DLIELC Web Site as needed. 6. Keep up to date on web technologies. 7. Work withDLIELC's Webmaster to develop interactive databases for use on Intranet. 7.0 Deliverables. The Solutions Provider shall provide the following deliverables to DLIELC prior to and after the acceptance of the contract. There is no special format required as long as the printed documentation is easy to read: a. Project briefings as required. b. Monthly In Progress Reports (IPR). c. Users Manual. d. DLIELC Web Site to include all graphics and source code. e. Maintenance support to the DLIELC Web Site for the duration of the service contract. f. All deliverables become the property of the Government when the contract is accepted. 8.0 Period of Performance. The Period of performance is estimated to be 180 calendar days for development and testing followed by a 12 month Hosting period. The start date will be determined by the Government and the Solutions Provider but must be within 25 days after award is made. A site visit will be held on 16 MAR 98.
