Harding, Contracting Officer, (315) 764-3244. Furnish all plant, labor,
equipment and materials and perform all work for the nondestructive
testing of approximately 8,000 linear feet of various size full
penetration and fillet welds on thirty-four (34) Corporation-owned
stoplogs at Eisenhower and Snell Locks near Massena, New York. The
stoplogs are steel structures that form temporary dams when installed
to dewater a lock. The welds will be blast cleaned by others prior to
testing. The work requires that all fracture critical welds be tested
with the appropriate nondestructive testing method for conformance with
ANSI/AASHTO/AWS D1.5-95 Bridge Welding Code, that nonconforming welds
be designated for repair and that repaired welds be tested to assure
conformance. This work is to be accomplished by October 2, 1998. Cost
range between $25,000.00 and $100,000.00. The solicitation package may
be requested by mail and must be received no later than 15 days after
Commerce Business Daily publication. No telephone requests. This will
be a Firm-Fixed Price Contract. This solicitation shall be issued in
accordance with the "Small Business Competitiveness Demonstration
Program". All responsible sources may submit an offer which shall be
considered by the Saint Lawrence Seaway Development Corporation. THIS
NOTICE IS FOR INFORMATIONAL PURPOSES FOR MINORITY, WOMEN-OWNED AND
DISADVANTAGED BUSINESS ENTERPRISES: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000.00. For further information
