Aircraft Division, Lakehurst, NJ intends to enter into negotiations on
a non-competitive basis with Lockheed Martin Information Systems Corp.
for the maintenance of Government owned Consolidated Automatic Support
System (CASS) stations located at Naval Air Station, North Island, CA.
It is intended to issue a contract using the prices and terms and
conditions of the CASS Maintenance Service Pool (MSP) Basic Agreement
N68335-96-H-0057 with Lockheed Martin. Lockheed Martin is the developer
and original equipment manufacturer of the CASS test stations.
Maintenance service will begin on or about 1 April 1998 for two (2)
stations with a third being added approximately 1 July 1998. Options
will be included for up to thirteen (13) additional CASS testers to be
maintained during FY 1999. Service may, on an optional basis, be
extended throurgh 2001. The Government intends to procure these
services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The
Government does not own data, drawings, software code or other
specifications necessary to permit full and open competition. All
responsible sources are encouraged to submit a a proposal which may be
used by the Government in determining whether or not to conduct a
competitive procurement. Responses should reference N68335-98-Q-0129.
A determination by the Government not to open the requirement to
competition based upon the responses to this notice is solely within
the discretion of the Goverment. The Navy anticipates a frim fixed
