66 -- WORKSTATION FOR COMPARATIVE GENOMIC HYBRIDIZATION AND FLUORESCENT IN SITU HYBRIDIZATION (FISH) SOL 98I120(C) DUE 031898 POC Susan B. Kiddoo, Contract Specialist, (404) 842-6769 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 98I120(N) is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. This is a total small business set aside. The SIC code is 3571, with a size standard of 1,000 employees. The integrated system will consist of two computers, two cameras and one microscope. (Integrating cameras and video cameras are unacceptable since they do not provide the resolution needed or have large dark current noise during long exposures which can mask the faint signals.) THE HARDWARE SYSTEM MUST: (1) use the photometrics digital CCD camera; (2) use a filter wheel which can be controlledmanually by the computer keypad or automatically, a serial interface and a RS232 interface, and adjustable setup functions in case better cameras are developed or new filter sets become available; (3) use a Power PC with at least 300 MHZ or higher microprocessor with built in audio and video functions with an optical drive, internal 12x-speed CD-ROM drive, internal 1.4MB Apple Super drive, 4MB VRAM with 64 bit data path, internal 2 GB high performance SCSI hard disk, on board support for Ether Talk and Local Talk networking, and extended keyboard for ease of use; and (4) a display screen with at least 24 bit support for 16.7 million colors, variable resolutions up to 1280 x 1024 pixels and meet SWEDAC MPR-2 requirements. THE SYSTEM MUST: (1) have the ability to perform filter based comparative genomic hybridization, karyotyping and image measurement; (2) have power- assisted segmentation of touching and overlapping chromosomes, automatic classification of DAPI-banded chromosomes, an integrated chromosome ideogram display, display of mean ratio profiles with choice of distribution, standard deviation, rage or confidence intervals, fully automated background correction and image normalization; (3) have a karyotyping database which allows for the customization of fields for entering patient information and also animal treatment conditions and strain of mouse or rat; (4) be able to quantitate the perimeter, area and total distance measurements, and be capable of measuring lengths and measure signals; (5) contain FISH Imaging software to control automatic exposure and binning, correct for nonuniform illumination by using Flat Fielding, and automatically program exposure-taking a range of different exposures until the optimum time is reached; (6) have the capability for exporting images in ICS, PICT and TIFF formats; (7) have the ability to identify complex chromosome rearrangements such as subtle or cryptic translocations, insertions, and marker chromosomes; (8) have a math function to estimate the approximate numberof megabases of each chromosome segment that is involved in the rearrangement and the ideogram for each chromosome must be included in the program to facilitate the mapping of the break-point; (9) allow the overlaying of up to eight grey scale images, each layer can be given a specific color by the user; (10) control exposure, filter position, final filter position and construction of a 24 bit image from 6, 12 bit grey scale images; (11) have automatic camera exposure and separate exposure control for each color channel; (12) have an "Auto Once" function (systems which require exposure determination for each picture are not acceptable.); (13) have Color normalization automated through user defined settings or through an interactive dialog box; and (14) have complete comparative genomic hybridization analysis with a function to estimate the approximate degree of loss or gain of chromosomal material. THE SOFTWARE MUST: (1) be able to zoom all views, classify mouse, rat and human templates, and fit all views toan arbitrary window size; (2) have a join capability to compose up to 8 separate gray scale images to form a single color image; (3) have the capacity to change the brightness, contrast and threshold of the red, green and blue components of each pixel in a 24 bit color image; (4) have a fully automated control of at least 6/12 position filter wheel, taking a series of up to 3 images with different filters producing a 24 bit color image, and Chroma Technology filters must be able to excite the following wave lengths as necessary: 587, 530, 559, 497, 433 and 400 and have a narrow range of excitation and emission to optimize the specificity of the system; (5) be capable of handling 8, 12, or 16 bit gray scale images which can be exported in ICS, PICT, or TIFF formats to facilitate both statistical and cytogenetic analysis; (6) allow the capture of a designated region; (7) be able to relate the chromosomes in a metaphase spread to chromosomes in the karyotype and ratio profile displays must exist; (8) be capableof displaying the mean ratio profiles with choice of data distribution, standard deviation, range or confidence intervals, and a separate CGH interpreter program which combines ratio profile data from multiple chromosomes into one profile; (9) have statistical measurements for 95% and 99% confidence intervals, standard deviations and mean data ranges within the program; and (10) complete comparative genomic hybridization analysis with a function to estimate the approximate degree of loss or gain of chromosomal material. THE CONTRIBUTION MADE BY EACH IMAGE MUST (1) be adjustable in depth and hue and the registration of each image altered to correct for misalignment between component images; and (2) be able to remove the effects of uneven illumination on all types of images, including the whole image or a specified rectangular region of interest. THE IMAGE CAPTURE SYSTEM MUST be compatible with the Tektronics 450 printer. THE SOFTWARE FOR COMPARATIVE GENOMIC HYBRIDIZATION MUST HAVE: (1) automatic DAPI-Banded chromosome classification, or enhanced counter-stain, or a three color composite for both metaphase and karyotypic views as well as automatic background correction; and (2) fully automatic background correction and image normalization, and ratio profiles from multiple chromosomes must have the option of being displayed in separate colors. The system shall be delivered by 04/30/98 to NIOSH/ ALOSH, Health Effects Laboratory Division, 1095 Willowdale Road, Morgantown, WV 26505- 2845, FOB Destination. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following FAR clauses are added to this provision: 52.204-6; 52.214-34; and 52.214-35. The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system; and (2) price. The system must meet the requirements stated above to be considered for award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
