The Government intends to procure a Portable Inspection Scanning System with the capability of performing inspections using both ultrasound and eddy current techniques in a controlled and repeatable manner with provisions to obtain, store, display and analyze results. The Government will use this portable scanning system to perform field and laboratory inspections on unique aerospace hardware and materials. The system will be used to gather, store and anlyze inspection results. Quantity -- 1 each. The system shall be in accordance with the following: A. Shall include at least the components and accessories listed below. 1. Notebook Computer 2. Computer Software 3. Portable Scanning Arm 4. Eddy Current Instrument 5. Ultrasonic Instrument 6. Interconnecting Cables 7. Transport Containers B. The Notebook Computer shall have at least the following: 1. Control -- Intel Pentium microprocessor with MMX Technology 2. CPU Speed -- 233 MHz. minimum 3. Internal Memory- 512KB Pipeline Cache and 64 MB of High Speed EDO DRAM. 4. Hard Drive Capable of storing 5.1 Billion Bits (4.77 GB) 5. Floppy Disk -- 3.5 inch 6. DVD-Video -- CD-ROM with storage capacity of 15.9 GB. 7. Color Display -- TFT Active Matrix measuring 13.3 inches diagonally. 8. Display Resolution -- 1024 X 768 @ 16 million colors. 9. Video Engine -- 64 bit for with 4 MB (64 bit) Synchronous GRAM of video memory. 10. DVD-Video Digital Color Camera with S-Video (NTSC/PAL) Composite Video output. 11. Keyboard -- 84 key with integrated pointing device. 12. Audio Support -16 bit (Sound Blaster Pro compatible) with internal speaker/microphone, headphone, and line-in and lineout jacks. 13. Interfaces -- USB High Speed serial Two (2), ECP Parallel, PS/2 Keyboard or mouse, external floppy, disk drive, fast IrDA ports two (2). 14. Card Slots -- PCMCIA Two (2) with Type I, II or III card support. 15. Modem -- Internal K56flex with DSVD voice/fax support using V.34 and V.80. 16. Dimension -- Not to exceed 12 inches wide X 9.5 inched tall and 2.2 inches deep. 17. All cables required interconnecting the Notebook Computer, Portable Scanning Arm, Eddy Current Instrument and Ultrasonic Instrument shall be furnished. H. Transportation Containers: 1. A maximum of two (2) containers shall be provided. The maximum dimensions of each container shall not exceed 30 inches wide X 24 inches tall and 12 inched deep. 2. The containers shall be segmented or fitted internally to house and transport all of the portable inspection system components: Notebook Computer, Portable Scanning Arm, Eddy Current Instrument, Ultrasonic Instrument and Interconnecting Cables. I. System Weight: The portable scanning system weight including the transportation containers shall not exceed 30 pounds. J. SETUP AND TRAINING: 1. All portable inspection system components shall be assembled upon delivery. All specification requirements shall be demonstrated. 2. The Contractor shall provide system training consisting of hands-on demonstrations and classroom instructions to provide a full technical understanding on both principals of operation for four (4) Government employees. Training shall be provided for a minimum of two (2) days on site at NASA Langley Research Center. K. The system shall be provided with two (2) sets of operation and maintenance manuals for each system component and one full, in-installed copy of program software and its respective documentation. L. The item(s) acquired under this contract are required to include accurate processing of the date and date-related data including, but not limited to, calculating, comparing, sequencing, and the manipulation of data with dates prior to, through, and beyond January 1, 2000. This capability must be included in all hardware and software products delivered under this contract, individually and in combination, and shall be transparent to the user. Hardware and software products provided under this contract, shall individually, and in combination, be able to successfully transition into the Year 2000 with the correct system date, including leap year calculations, without human intervention. Such products shall also provide correct results when moving forward and backward in time across the Year 2000 and subsequent years. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The provisions and clauses in the RFQ are those in effect through FAC 97-03. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3829 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible small business sources may submit a quotation which shall be considered by the agency. Delivery, including set up, demonstration and training, at NASA Langley Research Center is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations are due by 3/18/98 to the address specified above and to the attention of S.M.Glenn. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty terms and duration, taxpayer identification number (TIN), and be signed by an authorized company representative.
