The NRCS intends to place a delivery order against PeopleSoft USA, Inc.'s GSA Schedule for the following software licenses: PeopleSoft Human Resources, PeopleSoft Benefits, PeopleSoft Payroll Interface, and Federal Government Customization. The total user community to be supported under the licenses is approximately 41,331 employees. These employees are contained within the USDA agencies Natural Resources Conservation Service, Rural Development, and Farm Service Agency. The order will contain a priced option to purchase additional licenses by September 1998 (for an additional approximately 65,000 employees) on an agency by agency basis for remaining agencies within USDA. The PeopleSoft product was determined as the Government solution for human resources software under market research and an earlier acquisition for testing and evaluation. All responsible sources may submit concise documentation as to ability to provide the required licenses, pricing data, and any other information, which shows a bona fide ability to meet this requirement within 10 days of this notice. Sufficient information must be submitted in order for the contracting officer to perform an analysis to determine most advantageous alternative to meet this requirement. No solicitation document exists. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. If the contracting officer determines that no solicitation shall be issued, an order will be placed against the above named vendor's GSA Schedule.
