70 -- SOURCES SOUGHT TO PROVIDE COTS SOFTWARE FOR SPECIAL EDUCATION APPLICATION DUE 042198 POC Mr. DeLuca 703/696-3843 ext. 1403 DESC: DoD Education Activity (DoDEA) is conducting market research to seek qualified sources capable of supplying commercial off-the-shelf (COTS) software to automate the information processing requirements of Special Education teachers and caseworkers in approximately 230 DoDEA-operated schools worldwide. The software will facilitate the development of Individualized Educational Plans and Individualized Transition Plans, and will validate the process of Special Education care administration by ensuring that all assessments, evaluations and reviews are completed in proper sequence and in compliance with applicable laws. The software will generate correspondence and reports required in the course of Special Education care delivery, and will maintain a database of Special Education-related data. The software will import student demographic information from the School Administrative Software Replacement (SASR) system. Technical support and training for DoDEA users will also be required. Software maintenance is also required, to include corrective maintenance and software upgrades to conform to changing laws or updated operating software. The software will run on Pentium 120 MHz (minimum) Personal Computers with at least 16 MB RAM and 1 GB hard disk, using Windows for Workgroups and Windows NT operating systems in Novell Netware and Windows NT Local Area Networks. DoDEA will give consideration to existing government contract sources, such as DoD contracts or General Services Administration Schedule contracts.
