99 -- MACHINING SERVICES SOL N00167-98-Q-P003 DUE 031698 POC Ray Park, Contracting Officer, 301-227-1121, FAX 301-227-1847 The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with the University of Minnesota for stress testing. The contractor will machine an initial flaw into four NAVY specimens and then measure the distribution of residual stresses across the flange. The contractor will test each specimen under alternating tensile load of sufficient magnitude to promote crack growth,using dye to mark the crack tip, until failure. The contractor will use the recorded crack growth history to determine the effective stress intensity reduction factors at various stages of crack growth. Only one responsible source and no other supplies or services will satisfy agency needs under the authority of FAR 6.302.1. Anticipated award is 3/16/98. See Numbered Note:22 (0062)
