The Aviation Applied Technology Directorate proposes to acquire on an
other than full and open competitive basis a two-phase R&D program. The
overall objective of this program is to develop and demonstrate, in
flight, an active digital, optical flight control system integrated
with selected mission subsystems for rotorcraft. The objective of Phase
1 is to develop preliminary designs for the HACT control system and
provide substantiating data of the capability and robustness of the
designs to meet HACT program objectives to be used as part of the
selection criteria for Phase 2. The objective of Phase 2 will be to
further develop the selected HFCS and the HACT technology elements, and
to implement the design into a flight demonstration rotorcraft for
evaluation. THIS RFP (DAAH10-98-R-0002) WILL SOLICIT PROPOSALS FOR
EXECUTION OF PHASE 1 ONLY. It is anticipated that up to three (3) firm
fixed price contracts, with a period of performance of fourteen (14)
months, will be awarded for Phase 1 as a resultof limited competition
among Bell Helicopter, Inc., Fort Worth, Texas; The Boeing Company,
McDonnell Douglas Helicopter Systems, Mesa, Arizona; and the United
Technologies Corporation, Sikorsky Aircraft Division, Stratford,
Connecticut. The substantial cost duplication that would be incurred
for another contractor to develop the necessary facilities, testbed
rotorcraft, and technical experience, possessed by the proposed
contractors, would not be recovered through further competition. It is
anticipated that approximately 7,350 engineering manhours will be
required for completion of this Phase 1 effort. SIC Code is 3812 with
a small business size standard of 750 employees. Release of this RFP is
unrestricted; however, performance under this effort will require
access to and/or generation of technical data the export of which is
restricted by the Arms Export Control Act (Title 22, U.S.C. Sect 2751
et seq) or Executive Order 12470. This RFP will be made available at
AATD's web site at http://eustis-aatdac.army.mil. The RFP will not be
issued sooner than 15 days following the publication of this notice in
the CBD. Interested parties should check the web site on a daily basis
until the RFP is issued. Issuance of the RFP by way of the web is
preferred, but firms not having access to the web may request a copy of
the RFP be transmitted by mail. The request must be made in writing to
the Aviation Applied Technology Directorate, Attn: AMSAM-AR-T-C/H.
