Logistics Center (OO-ALC) at Hill Air Force Base UT is seeking a
teaming partner for the Sacramento Depot Workload Competition to
compete and conduct Program Depot Maintenance on the U.S. Air Force's
KC-135 aircraft. Specifically, OO-ALC will select a qualified teaming
partner to perform KC-135 PDM. OO-ALC anticipates entering into a
teaming agreement with the source selected. In the teaming agreement
both parties will agree to exert all reasonable efforts to prepare and
submit a proposal which will result in OO-ALC being selected as prime
contractor and the teaming partner as subcontractor, for the work set
forth in McClellan ALC's draft (and later final, when issued) Request
For Proposal (RFP). A teaming partner will be selected by OO-ALC; the
teaming partner will then be responsible to assist OO-ALC in the
preparation of the Public Sector Bid by preparing an RFP compliant
proposal on the KC-135 workload portion of the RFP's requirements. The
teaming partner will play a critical role byparticipating in the
development of plans, schedules, and proposals for OO-ALC's response to
the McClellan ALC solicitation. Subsequent to contract award, OO-ALC
will establish a contract with the teaming partner for the KC-135 PDM
portion of the work in accordance with the teaming arrangement, as
agreed to by the parties. It is envisioned that work would begin upon
contract award at both the existing facilities at McClellan AFB, CA for
Workload In Progress and at whichever facility the teaming partner
selects for subsequent inductions. Contract Period of Performance. The
estimated Period of Performance for aircraft PDM is contract award for
the subject solicitation (approximately August 1998) through a one year
transition period, and a five year basic contract period, with three
possible option years. Teaming Partner Proposal Preparation
Requirements. OO-ALC/FM-2 is responsible for preparing the Air Force's
bid for this workload; the selected teaming partner is responsible for
preparing an RFP compliant proposal on the KC-135 PDM portion of the
workload, for inclusion in OO-ALC's overall proposal submission for the
Sacramento Depot Workload Competition. Note that if the potential
teaming source is from private industry, the source will be required to
respond to all KC-135 RFP requirements. NOTE: A paper "hard copy"
solicitation will NOT be issued. Interested parties should refer to the

issue/response date will be 02 Mar 98. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
