Contractor shall provide the following communications services. Perform EW/ECCM analysis on the SMART-T and Universal Modern Satellite Communication terminals, and prepare detailed EW/ECCM testing requirements for the UMS. Provide on-site support for system performance test dealing with EW/ECCM requirements for SMART-T and UMS. Provide support at field test sites for measurement of interference effects on SINCGARS, EPLRS equipment. This assistance shall include field operation of these communications systems and measurement of the effects of interference on baseband data signals or messages. Assess and describe the results of the test. Analyze the potential effects of the same interference signals on the MSE packet switch. Perform an EW/ECCM analysis on the NTDR concurrent with development of the NTDR hardware, and prior to measurement of ECM susceptibility performance. Specify ECM test waveforms, baseband test data signals, and ECM susceptibility testing procedures for NTDR performance/acceptance tests. Provide support during EW/ECCM tests to be performed as part of the NTDR System Performance Test. Prepare a final EW Vulnerability Assessment (EWVA) which includes the results of the System Performance Tests. It is intended to award this contract to James Keen Associates, Belford, NJ on a sole source basis. James Keen Associates is the only known source that has the background in EWVA analysis and testing of the communications systems involved and familiarity with available EW threat instrumentation.
