barry.kearns@ccmail.irs.gov. On or about March 31, 1998, the IRS
intends to issue a solicitation requesting offers for the replacement
of mailsorting equipment at its 10 Service Centers. These Services
Centers are: Andover, MA; Atlanta (Chamblee), GA; Austin, TX;
Brookhaven (Holtsville), NY; Cincinnati (Covington, KY), OH; Fresno,
CA; Kansas City, MO; Memphis, TN; Ogden, UT; and Philadelphia, PA. The
IRS intends to lease two mail processing systems for each Service
Center. The reason for leasing two systems at each Service Center is to
ensure redundancy and to ensure the capability to process during "peak
processing," which is defined as the period of approximately February
1 to May 31 each year. Installation, maintenance, and "lease-to-own"
pricing will be requested in the solicitation. The solicitation will
also provide a detailed description of this equipment. However, to
assist you in assessing your interest in this project, the following
information is provided: 1) The equipment must be Year 2000 compliant;
2) The equipment must be operational in all 10 Service Centers by
January 1, 2000; 3) The equipment will be used to process approximately
20,000,000 pieces of incoming and 16,000,000 pieces of outgoing mail
per Service Center per year; 4) The equipment must be able to process
mail comprised of "letetr size" envelopes up to and including "flats;"
5) The equipment must be capable of detecting checks in incoming mail;
6) The equipment must be able to sort incoming and outgoing mail; 7)
The equipment must be able to selectively open incoming mail; 8) The
equipment must be capable of sorting outgoing mail based on USPS
requirements, and; 9) Firms submitting a proposal will be required to
undergo a benchmark/performance validation as part of the award
decision process. The contract will have a base year and four option
