Shin, Sangok.S.Shin.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request
for an Offer for the design, fabrication, assembly, development, test,
and delivery of a laser reference system (an engineering model, a
space flight model, and an option for an additional flight model) and
a star tracker (a space flight model and an option for an additional
flight model). This procurement shall be fully and openly competed with
an anticipated contract type that will be firm-fixed price. Some of the
major technical requirements for the laser reference sensor include: a
frame rate of 40Hz; a field of view that is 8.5x8.5 mradians; mass
that is less than or equal to 4.75kg; power that is less than or equal
to 16W; an envelope that is less than or equal to 6"x6"x5" (array plus
electronics, optics not included); and a per shot accuracy of .2 arcsec
1 sigma for fiducial images and .4 arcsec 1 sigma or less for star
images. Some of the major technical requirements for the star tracker
shall include: a frame rate of at least 4Hz; a field of view that is at
least 8x8 degrees; mass that is less than or equal to 4.75 kg; power
that is less than or equal to 12W; an envelope that is less than or
equal to 8"x8"x12" including solar shade; a noise equivalent angle that
is less than or equal to 7 arcseconds 1 sigma; and systematic error
sources that is less than or equal to 10 arcseconds, 1 sigma. The
Government intends to acquire a commercial item using FAR Part 12. The
SIC Code and Size Standard are 3812 and 750 employees, respectively.
The DPAS Rating for this procurement is DO-A2. The provisions and
clauses in the RFO and model contract are those in effect through FAC
97-03. All qualified responsible sources may submit an offer which
shall be considered by the agency. The anticipated release date of the
RFO is on or about March 18, 1998, with an anticipated offer due date
of on or about April 16, 1998. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in RTF and Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint
4.0) format and will reside on a World Wide Web (WWW) server, which
may be accessed using a WWW browser application. The WWW address, or
