Detector with a report on characteristic over the temperature:
Fabricate FPA with 2.5 microns cutoff wavelength optimized for an
operating temperature of 200K and a format of 256 x 256 detector. (1
each) 2. Deliver an Engineering FPA with temperature characterization
report: Test 2 FPA's, over temperature, for the following: Noise,
Leakage current, quantum efficiency, quantum efficiency, pixel
operability, uniformity, NEI (sensitivity). The suggested temperature
testing range is 80-220 K with 10 K steps. (1 each) 3. Deliver
Scientific Grade FPA with temperature characterization report:
Determine the highest operating temperature such that the desired
device will meet the noise equivalent irradiance (NEI) specifications.
GEOTROP SAT FPA Minimum Specifications and Goals (Parameter,
Specifiction, Goal, Units -- in this order as listed) NEI, 5.0E+11,
1.0E+11, photons / (sec cm2); Pixel Operability, >50, >99, %;
Operating Temperature, 170, 220, K; FPA Power Dissipation, <160, 80,
mw; Frame Rate, 30, 30, frames/sec; Pixels Impacted by Spill Over, # 8,
None, pixels; Well Depth, 500,000, 2,000,000, electrons; Quantum
Efficiency, >0.5, >0.7, NA. Operating Specifications (Parameter,
Specifications, Units -- in this order) Integration Time (Variable),
0.001 -- 0.2, seconds; Expected Scene Photon Flux, 1.0E+12 -- 4.0E+14,
photons / (sec cm2) (1 each) All FPA must include the readout
electronics with no more than 16 amplifier outputs. Pixel pitch will
not exceed 25 microns with at least a 75% fill factor. This should
occur of a 6 months period from April 1, 1998 to September 29, 1998.
Each of the deliverables should occur on equally spaced periods of 2
months. This notice is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). Focal Plane Array Infrared Detector The provisions
and clauses in the RFQ are those in effect through FAC 97-03. The SIC
code and the small business size standard for this procurement are
3829and 500 employees, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to NASA Langley Research Center is
required within 60 days ARO for the first shipment. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --

Selection and award will be made (on an aggregate basis] to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
Internet Note "B". Prospective quoters shall notify this office of
their intent to submit a quotation. It is the quoter's responsibility
