The National Institute of Standards and Technology (NIST) Technical Services Division has a requirement for a Central Control and Monitoring System (CCMS) to replace the existing central processor (OCC 9000). The CCMS will be used to monitor and control HVAC, security devices, and fire systems from the same manufacturer's equipment or equipment from several different manufacturers. Integration to field equipment must be protocol level communication. Integration that uses separate software packages or terminal mode communications will not be acceptable. The new central upgrade must be a state-of-the-art, and user friendly with a true mouse based Graphic Operator Interface. All commands, status, and other functions are performed through their graphical representation displayed on the CRT. The system must have the ability to incorporate Direct Digital Control (DDC), Fire Alarm, and Life Safety applications into a single "seamless" integrated environment. The system will consist of a central based personalcomputer which interfaces with all existing transmission wiring and existing field data gathering panels and three workstations. The system must be commercially available with evidence of an existing successful user base. The installing contractor will provide and install all necessary software, hardware, electrical wiring and cable necessary to provide a complete and operational system. The contractor will replace the existing central processor and three workstations with hardware as specified in Part II. Parts and service for the new central processor and workstations must be obtainable from independent service firms other than the installing contractor. During installation, the system downtime must be less than four hours. The contractor must provide a listing of at least ten successful central processor replacements. At least five of the ten replacements must show integration of multiple manufacturers' equipment. The systems must have used off-the-shelf personal computers, which have been installed, at other customer sites for a minimum of five years. The contractor will utilize NIST'S LAN for communication to workstations #1 and #2 from the CCMS. The new CCMS must replace the existing central processor with no changes required to the existing field equipment including data gathering panels, annunciators, and control modules. The contractor will create a point database (maximum 450 I/O points) and application programming. Graphics creation (maximum of 25) using existing AutoCad files and/or photographs. Training must immediately follow the installation. The contractor will provide submittals, installation, data entry, programming, start up, test and validation, documentation, training, and one-year warranty for a complete turnkey installation. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price.
