(USMS) is considering contracting for the following services from a
contractor with the experise to perform the analytical functions and
program oversight as described below. General Scope of Work. A.
Background In August of 1994, the Deputy Attorney General directed the
merger of the USMS, National Prisoner Transportation System and the
Immigration and Naturalization Service (INS), Air Transport Branch into
a single entity, to form the Justice Prisoner and Alien Transportation
System (JPATS). The first complete year under this merger was Fiscal
Year 1996 which commenced on October 1, 1995. The aircraft, facilities,
and scheduling operations of the two organizations were operationally
merged into JPATS. JPATS is responsible for scheduling, aircraft
transport operations, aircraft and facility maintenance, and security
required to transport USMS and Bureau of Prisons (BOP) prisoners, and
INS deportable aliens. In additin, JPATS provides scheduling of BOP
owned and operated buses which transport USMS and BOP prisoners and INS
aliens. Further, the prisoner/alien scheduling function encompasses all
ground movement, i.e., vans, cars, as well as commercial air and air
charter movements. JPATS also provides prisoner transportation for
state and local law enforcement agencies and the military. B. Purpose
of the Analytical Services. In response to the increased national
emphasis on the removal of deportable aliens and increasing numbers of
inmates incarcerated by the BOP, JPATS has experienced rapid expansion
and growth. This expansion, combined with the JPATS success in
providing safe, secure, and efficient nation-wide transportation for
criminals and deportable aliens, has created the need to creaste a
permanent analytic capability to develop performance data, plan
operations, support resouce requests, etc., for the efficient and
effective operation of JPATS, such as mode of travel, frequency of
routes, leased or owned aircraft, location of hubs, etc.C. Objective
and Tasks. The objective of the JPATS analytical and program oversight
function is to provide sound data and analysis related to the JPATS
workload, per-unit costs, and optimal scheduling and routing plans
which is critical to making decisions that are efficient and cost
effective, as well as critical to the development and justification of
resouce requests. The analytical team will provide comprehensive short
and logn-term reviews and analysis of the JPATS. The function will also
serve as a guide to JPATS officials to ensure constant efficiency of
the system. The USMS goal is to maximize the passengers on schedule
aircraft and vehicles and to transport them by the most safe and
efficient method at the least cost. D. Duties and functions. The
contractor will provide duties and functions as listed below. The
contracted service will be performed on-site at the USMS, JPATS office
located at 250 Richards Road, Suite 250, Kansas City, MO 64106.
Constant review of JPATS routing structures, trip frequencies,
tranportation conveyances utilized, etc. Recommend any require changed
to the existing transportation systems for both the USMS and INS that
will satisfy the requirements in the most efficient and econmical
manner (both short-term and log-term). Work closely with automated
systems specialist to analyze the systems for effectiveness.
Participates on committees for computer software and hardware elections
and vendor evaluation. Plans and conducts analysis of broad areas of
project work processes to assist in automated suystem designs, risk
analysis and operational needs. Study the feasibility and proposed
efficiency of further phases of the Automated Prisoner Scheduling
System (APSS) or any other relevant automated systems. Conduct econimc
research and analysis in the capacity as technical consultant and
econmic advisor on the JPATS operations. Will collect and evaluate the
costs and resouces involved with the movement of prisoners and most
effective use of the resouces. Be familiar with all sources of econmic
information and methods of collection, quantifying, analyzing, and
evaluating the cost of operating JPATS compared to other transportation
services available in the marketplace. Will perform studies to analyze
and monitor the present operations, gather statistical data and
develop systems and/or databases to determine the routes, equipment
requirements and frequency of prisoner/alien movement. Will make
recommendations as to the size and type of aircraft to procure for the
JPATS fleet. Interested firms should send capability statements to the
