Contract (IDC) for A/E services for conducting multimedia environmental
audits of Coast Guard (CG) facilities and other environmental
compliance studies, surveys, investigations, and training for CG
Maintenance and Logistics Command Pacific, Shore Division,
Environmental Branch, (MLCPACse). Projects may be located in
California, Oregon, Washington, Nevada, Montana, Hawaii, Alaska and
Guam, however, 90% of the work will be accomplished in the Pacific
Northwest, California, and Alaska. Task orders will primarily involve
execution of the CG's Environmental Compliance Evaluation (ECE) program
which involves accomplishment of multimedia environmental audits of CG
facilities. Task orders may also involve other MLCPACse compliance
activities including preparation of CERCLA documentation and studies
including preliminary assessments, site investigations with limited
field sampling, risk assessments, etc; pollution prevention opportunity
assessments and related studies; preparation of environmental plans,
environmental information management, conducting environmental
education for CG personne, and other studies related to environmental
compliance. The contract will have a two year potential (one year and
one option year). The contract will have a potential value of
$1,000,000 for each year. Individual contract task orders will not
exceed $300,000. Firms desiring consideration must submit SF254 for
themselves as well as all proposed consultants and a SF255. Submittals
must be received in this office no later than 4:30 PM, 30 days after
the date of this publication or 4:30 PM on 4/6/98, whichever is later.
Evaluation criteria in descending order of importance are (1)
Professional qualifications of the team members including ten years
experience as multimedia evaluators or related work, knowledge of
applicable federal/state/local environmental laws and regulations
within the work area using ECAS or Team Guide protocols, and special
expertise in RCRA, CERCLA, Clean Air Act, Clean Water Act, NEPA, and
National Historic Preservation Act (2) Specialized experience by the
firm in multimedia environmental auditing, CERCLA/RCRA investigations,
storage tank investigations, site assessments, environmental
information management systems, and environmental engineering studies
in the geographic work area (3) Past record of performance by team
members in conducting at least 25 multimedia audits and related work
for facilities comparable to the CG using ECAS and Team Guide protocols
(4) In-house production capability to provide qualified evaluators and
technical support including computer programming, CADD and desktop
publishing (5) Proximity of the firms project management team to CG
MLCPAC (Alameda, CA) or field offices throughout CG MLCPAC operational
area (CA, OR, WA, AK, HI) with emphasis on Alaska, California, and the
Pacific Northwest (6) Project team organization, key personnel roles
and responsibilities and quality control procedures. Any contract
awarded as a result of this notice will subject the A/E and its
consultants to the Procurement Integrity Provisions of Section 27 of
the Federal Procurement Policy Act (41 USC 423). For information

Transportation Short Term Lending Program offers working capital
