Emergency Management Agency currently has a contract with SAC Joint
Venture for research into the performance of steel moment resisting
frame (MRF) construction during the January 17, 1994 Northridge
earthquake and subsequent aftershocks, and the development of a
national consensus resource document for use by the various building
codes and standards and design professionals that address the repair
and rehabilitation of existing steel moment frame buildings and the
design of new construction on a nationwide basis. The Federal Emergency
Management Agency intends to modify this contract for additional
project management services of the current project and increased
oversight of the project's technical activities by the Project
Oversight Committee. This is not a Request for Proposal (RFP), but a
survey to locate potential sources capable of performing the above
services. The contractor must: (1) demonstrate satisfactory corporate
work experience organizing and managing a large multi-disciplinary
technical project involving a variety of diverse expertise, and doing
so in a required time frame; (2) demonstrate satisfactory, extensive
and state-of-the-art work experience in the fields of structural
engineering, seismic engineering, steel moment frame building design
and geotechnology in different seismic hazard areas and geographic
regions throughout the country; (3) demonstrate satisfactory, extensive
and state-of-the-art work experience in the fields of research, testing
and design of different aspects of steel construction, specifically
including steel moment frame design; (4) demonstrate satisfactory
corporate work experience in the development of consensus-backed
seismic provisions and standards, and working with standards and code
writing organizations; (5) demonstrate the technical qualifications and
work experienceof key personnel. Firms with these capabilities are
invited to submit complete information to the procuring office
identified in this notice in three (3) copies within 15 days of the
date of this notice. Information furnished shall include: (a) the
number and professional qualifications of the technical and other
appropriate personnel; (b) company experience related to the proposed
project; (c) a description of general and special facilities; (d) a
current financial statement; and (e) other literature which
demonstrates the capabilities listed above. This synopsis is for
information and planning purposes and the Government will not pay or
otherwise reimburse respondents for information submitted. Responses
