Park Service, Isle Royale National Park (ISRO), has identified a
requirement to drydock the motor vessel RANGER III for the purpose of
accomplishing a major repowering and rehabilitation of the vessel. The
RANGER III is assigned ABS Class Notation +A1, E, +AMS, Great Lakes
Service and is designated a Subchapter H passenger vessel under 46 CFR.
The RANGER III is also inspected under portions of Subchapter D and I
of 46 CFR. All construction, equipment, project documentation and plans
shall be within the context of the rules governing the above class
notations and 46 CFR subchapter designations. Vessel particulars are:
overall length is 165 feet; length between perpendiculars is 150 feet;
beam molded is 34 feet; depth @Fr.50 molded is 15 feet; draft
subdivision molded is 10 feet 6 inches; gross tonnage is 648 ST; hull
is welded steel (os). The vessel will be delivered to the contractor's
facility by ISRO ships personnel. Items of work to be accomplished
shall be as set forth in the TechnicalSpecifications of the
Solicitation, but will include, and is not limited to, removal and
replacement of two existing medium speed direct drive diesel engines
with two new contractor furnished marine diesel engines and reduction
gear sets; furnish and install a new main engine/bow thruster
electronic control system; furnish and install a hydraulic tunnel type
bow thruster unit; conversion of one main deck restroom to a unisex,
handicapped accessible restroom following ADA guidelines;
rehabilitation of three additional restrooms; replace emergency
generator circuit breaker panel with contractor furnished equipment
clean, grit blast and paint hull from keel to lifeboat deck; gas free
and clean fuel oil tanks; grit blast and paint potable water tank
interior; recondition two tail shafts; overhaul and reseal two CPP
hubs; furnish and replace three propeller blades; modify mooring winch
controls with contractor furnished control boxes; modify ventilation
system with contractor furnished vent fans; grit blast and paint lower
cargo hold; furnish and install fathometer; furnish and install
flush-deck tie-downs. Other work items to be performed will include all
inspections associated with ABS five year drydocking certifications,
such as tail shafts and tail shaft bearings, CPP blade hub inspection
and reseal, rudder and rudder carrier assembly and bushings, hull
gaugings, anchor and anchor chain, and seacocks and seachests. This
contract shall also include stability tests, inclining experiment, dock
trials and sea trials. Asbestos removal will be necessary. A delivery
cost factor will be applied, based on statute miles for the shortest
over-water round trip distance from the vessel's home port of HOUGHTON,
MI to the contractor's facility. In addition, a cost factor based on a
daily rate will be added to the time to deliver the vessel to the
contractor's facility. THIS SOLICITATION IS GEOGRAPHICALLY RESTRICTED
TO UPPER GREAT LAKES SHIPYARDS. OFFERS FROM SHIPYARDS LOCATED ELSEWHERE
SHALL BE REJECTED. The following criteria,all of equal importance,
shall be considered in evaluation of contractor proposals for award:
(1) professional qualifications of Shipyard Superintendent,
departmental supervisors, and Drydock Master, qualifications of design
and engineering personnel involved in this project, and welder's
certifications; (2) demonstrated, specialized recent experience and
technical competency of contractor to perform required tasks; (3)
demonstrated recent accomplishment of similar projects within budgetary
restrictions and within required performance period. The RANGER III
will be available for inspection by appointment AFTER issuance of
Solicitation Number 1443-RP-8140-98-014, which is expected to be issued
o/a April 5, 1998. With the exception of the stated geographical
restriction, this procurement is pursued under negotiated full and open
competition procedures. The applicable SIC Code is 3731. The National
Park Service, Isle Royale National Park, welcomes and encourages the
participation of small, small disadvantaged, and women-owned business
concerns. Funds for this project are currently not allocated and this
requirement is SUBJECT TO THE AVAILABILITY OF FUNDS. Requests for this
