Roberts (919) 541-2344 In accordance with FAR 6.302-1, the U.S.
Environmental Protection Agency (EPA) intends to negotiate a sole
source agreement with Midwest Research Institute, 425 Volker Boulevard,
Kansas City, MO 64110-2299. During FY 97, MRI assisted EPA with the
preparation of the promulgation package for the Federal Register notice
entitled "Amendments to Standards of Performance for New Stationary
Sources; Monitoring Requirements." (PS-1 Rule) A supplemental proposal
package on the mentioned rule is now necessary. Due to the knowledge
and expertise developed from the work previously performed for the
agency, MRI is the only known source that can fulfill the Agency
requirements within the required time period. The work contemplated is
for the contractor to prepare a supplemental proposal package for the
PS-1 rulemaking proposed on November 25, 1994 (59 FR 60585). The
package shall be submitted to EPA in Federal Register format by April
13, 1998. The contractor shall also compile the comments from the
aforementioned proposal and submit the results to the EPA in tabular
format by September 1998. The EPA anticipates awarding a Small Purchase
for this requirement. All responsible sources may respond by submitting
a written narrative statement of capability within 15 days of this
notice to Clarence Roberts at the above address for consideration by
the Agency. Responses must include detailed technical information and
other technical literature demonstrating the ability to meet these
requirements. Responses shall also include itemized pricing that is
sufficient to make a determination of what competition is feasible. If
no affirmative responses are received within 15 days of this notice to
determined whether a qualified source is more advantageous to the
government, an order will be placed with MRI. Submit response to the
