supervision, personnel, equipment, transportation, tools, parts,
supplies and other items and services necessary to obtain an "IN-STORE
RADIO NETWORK" for the Defense Commissary Agency (DeCA) Commissaries
worldwide. The network should be capable of transmitting music,
announcements and other data by satellite broadcasting directly into
individual commissaries worldwide. Data of any kind shall be
transferred from end to end with 100% integrity and unlimited volume
capacity on a clear-line. The system should be flexible enough to
tailor unique broadcasts to multiple geographical locations. The system
shall allow DeCA to provide its patrons with information concerning
on-going sales, broadcast its own public affairs announcements and
broadcast a style of music by demographic location. The communication
system should have the capability to both change the content of service
announcements rapidly without system interruption and override the
system for special local level announcements. The contractor will be
responsible for script development, selection of music and the full
production of programming in as many formats as deemed appropriate by
DeCA. The contractor will be responsible for all costs associated with
the installation and connection of the system to DeCA's existing
communication devices. Where communication devices do not exist, the
contractor, will provide and install all required equipment and retain
its ownership. The contractors equipment must be able to interface
with existing equipment at both DeCA Headquarters and at commissary
sites. The cost of the installation and the system (to include all
system components) and all related costs to include system modification
shall be provided at no cost to the Defense Commissary Agency. The
offeror will be expected to sell air time to potential advertisers to
cover all cost associated with operation of the network and provide
DeCA with a percentage of revenue generated by its sales. The
contractor shall ensure that the system complies with all applicable
country, federal, state and local regulatory requirements. The first
three months of contract performance will serve as a test period, at a
limited number of DeCA stores. All data produced and products
resulting from the agreement shall become the property of the
government with unlimited rights. The Government's intent is to receive
technical and oral proposals only from prospective contractors capable
of providing an in-store radio network service to DeCA worldwide.
Contractor(s) shall note that submission of technical proposal does not
guarantee further consideration of any offer. DeCA plans to evaluate
each proposal by reviewing the technical acceptability and the
percentage of revenue. Further consideration will be given to only
those proposals determined to provide the best technical value to DeCA.
Technical proposals shall address the following areas; phase-in
schedule, security, integration of existing equipment to new equipment,
system operation capabilities, programming format, percentage of
revenue and past performance of the companies department responsible
forselling air time for same/similar service to include past
performance of the companies success rate of the satellite broadcasting
system. Technical proposals are due into this office on 3 April 1998 at
2:00 P.M. Eastern Standard Time. Technical proposals will not be
returned to any offeror. Offeror(s) who are selected for further
consideration will be notified as to the date and time for oral
presentation of their in-store radio network proposal. Contractors
