synopsis/solicitation for a commodity contract to be obtained using
commercial practices in accordance with the format in FAR 12.6, as
supplemented with additional information included with this notice.
This announcement constitutes the only solicitation; offers are being
requested and a formal solicitation will not be issued. This
solicitation, number F0863798R0008, is to be issued as Request For
Proposal (RFP). This is a 100% small business set-aside, firm-fixed
price contract. The Standard Industrial Classification (SIC) Code is
3585, with a business size standard of 750 employees. Schedule:
Contract Line Item Number (CLIN) 0001 -- Water Chiller, portable,
100-ton Trane Model RTAA-100 or York or equal with the following
salient features as a minimum: 100-ton output capacity at standard ARI
550/590 conditions 208-230/60/3 unit construction; Weather rated
step-down transformer for 460/230 volt operation wired to chiller;
Shell and Tube Evaporator design with seamless Copper Tubes; Evaporator
and all chilled water piping surfaces provided with 3/4 expanded
Polyvinyl Chloride insulation (k=0.26); Heater tapes to protect
Evaporator and Water Piping to customer connections to an ambient of
-20 degrees F; Air-cooled Condenser Coils have configured Aluminum Fins
mechanically bonded to seamless Copper Tubing with factory furnished
Heresite corrosion coating; Wye Delta Closed Transition Motor Starter
and Refrigeration controls in a weather-tight panel; Clear Language
Microprocessor Control system with Diagnostic Display; Full operation
charge of Refrigerant and Oil; Automatic Capacity Reduction from 100%
to 15% Full Load; Control Power Transformer, factory installed; Dual
semi-hermetic helical rotary Compressors with two (2) complete
independent Refrigerant and Electrical Circuits; Low Ambient Operation
to 15 degrees F; UL Approval; Complete First Year Unit parts and labor
Warranty on entire portable water chiller unit; Owner Training and
Factory Startup Service, O&M Manuals to be provided; Power Supply
Monitor; Automatic Compressor Lead-Lag Control; Dual Axle Trailer --
yoke style tongue with 2" ball -- steel type yoke; Chilled water
circulating pump with interconnecting piping (Pump discharge to chiller
inlet); Weather rated step down transformer for 460/230 volt operation
wired to chiller; Control panel with pump starter and interlock,
connections with chiller for a single point power connection; Utility
box (trailer mounted with 8 -- 25 length 4" hose -- flanged
connection); Spare Parts Kit including processor boards (clear language
CPM, EXV, MCSP) fan motor and TXU motor; Generic BAS Interface Module;
Remote Run Indicator and Alarm Contacts; Weather rated unit mounted
Fused Disconnect switch wired to chiller starter and transformer; 100
feet of power cable; Make-up water connection and relief valve; Weather
cover ("SUNBRELLA" material) for chiller. Line Item Number (CLIN) 0002
-- Purchase & Install -- 55 Chiller Connection Kits with flanged type
isolation valves, to be field installed. Contractor to provide
rubber-tex insulation for each connection kit. Connections will range
in size from 2" to 6". All offerors will be responsible to field
measure chiller connections to flanged type isolation valves. Kits
adapting to pipes are mainly carbon steel/butt-weld fittings or
copper/silver brazed fittings, and a few are PVC. Contractor accepts
sole responsibility for compatibility with existing systems. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-3. The provisions at
FAR 52.212-1, Instruction to Offerors-Commercial Items, and FAR
52.212-2, Evaluation-Commercial Items, apply to this solicitation. The
clauses at FAR 52.212-4 Contract Terms and Conditions-Commercial
Items,and 52.212-5 Contract Terms and Conditions Required to Implement
Statues or Executive Orders-Commercial Items, apply to this
acquisition [this includes, but is not limited to, the following FAR
clauses: 52.222-26, Equal Opportunity; 52.222.35, Affirmative Action
for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative
Action for Handicapped Workers; 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era]. The clauses
at FAR 52.219-6, Notice of Total Small Business Set-Aside; also apply
to this solicitation. Offerors are to include a completed copy of the
provisions at FAR 52.212-3, Offer Representations and
Certifications-Commercial Items with proposal. Offerors shall submit
manufacturers specifications. Site visit will be conducted 12 Mar 98,
at 8:00 a.m. (CDT) at Bldg. 647 (325 Contracting Squadron, 501 Illinois
Ave., Tyndall AFB, FL). Transportation will be provided. Interested

The Government reserves the right to award without discussions. Offers
will be evaluated based on the following factors, listed in descending
order of importance: (a) Technical Specifications, (b) Representations
and Certifications, and (c) Price. A single award will be made. Direct
