Specialist (510) 437-3057 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6 of the Federal Acquisition Regulation, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; no written request for proposal will
be issued. Proposals are being requested based on this combined notice.
The Request for Proposal (RFP) Number is DTCG89-98-R-612301. The RFP is
issued under FAR Parts 12 and 15, and incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-03, dated 9
December 1997. This acquisition is unrestricted under SIC Code 3663.
Small Business Size Standard is 750 employees. The resulting award from
this notice will be a firm-fixed-priced contract. The scope of work
will be for the manufacturing and delivery of: Line Item 0001 -- Two
(2) each, omni-directional spiral HF antennas, with dual mode operating
two (2) transmitters simultaneously. Each antenna will allow
simultaneous operation of two (2) transmitters rated at ten (10)
kilowatts average, twenty (20) kilowatts peak. Salient Characteristics:
Frequency Range: 2 to 30 MHz for each mode. Radiation Patterns: typical
azimuth radiation pattern will be omni directional. Take off angle for
high angle mode will be approximately 90 degrees. Take off angle for
low angle mode will be approximately 40 to 50 degrees. Antenna Gain:
7.0 dBi Nominal. Polarization: Horizontal elliptical. VSWR: 2.5:1
maximum including any balun or coupler. Coaxial Connection: either 1
5/8 inch EIA flange, or 3 1/8 inch EIA flange. Tower Height: height of
tower to be no greater than one-hundred-thirty (130) feet. Dimensions:
due to space constraints, the maximum diameter of the antenna's
radiating elements, or tower guys shall be less than
three-hundred-fifty (350) feet across. Building materials: all
galvanized steel hardware and components shall meet ANSI G90
specifications. All bolts. washers, nuts, and lock washers shall be
stainless steel. Environmental Conditions: installed antenna will
withstand approximately one-hundred thirty (130) mile per hour winds
with no ice, or fifty (50) mile per hour winds with one-half (1/2) inch
of radial ice. Antenna will be constructed to meet seismic zone four
(4) requirements. Assuming 2,500 psf ground capacity, manufacturer will
provide two (2) sets of pre-engineering drawings for footings and
construction dimensions and criteria. Warrant Requirements: The
contractor shall provide a two (2) year commercial warranty on all
components. Shipping/Delivery: FOB Destination, transshipment point:
Seattle, WA. Upon written notification of award, manufacturer will
build, test, and deliver antennas to FOB point within
one-hundred-eighty (180) calendar days of notice. All shipping methods,
crates, boxes, and/or containers shall be in accordance with good
commercial practices to provide proper protection to ensure delivery
without damage to Kodiak, Alaska from FOB point. All shipping
containers shall be marked for COMSTA Kodiak, Anton Larsen Road,
Kodiak, AK 96786. Antennas shall be delivered for transshipment to:
1313th Medium Port Command, c/o Sampson Tug & Barge, 6700 West Marginal
Way, Seattle, WA 98106, (206) 764-6540, Monday through Friday, between
the hours of 7:00 a.m. and 3:00 p.m. local time. For identification
purposes, the outside of each shipping container shall be marked with
the contract number, name, address and telephone number of the
contractor. The contractor will be required to deliver the shipment in
good order and condition alongside the vessel and within reach of any
loading track(s). Acceptance of the shipment will transfer from the
contractor to the government at the transshipment point. Final
inspection will be accomplished by the government at COMSTA Kodiak, AK.
At time of acceptance the contractor may issue a certificate of
conformance to the Contracting Officer. The following FAR provisions
apply to this acquisition: FAR 52.212-1, Instruction to Offerors --
Commercial Items (Jun 1997), FAR 52.212-2 Evaluation -- Commercial
Items (Oct 1997), and is hereby modified to identify the following
evaluation factors: (1) conformance with technical requirements, (2)
price, (3) the offeror's proposed delivery schedule; and (4) the
offeror's past performance. In determining which proposal offers the
best value to the government, overall technical requirements will be
rated more important than the proposed price, the proposed price will
be more important than the proposed delivery schedule, the proposed
delivery schedule will be more important than the offeror's past
performance. Between substantially equal technical proposals, the
proposed price may become the determining factor in the award
selection. Between technical proposals with different ratings, a
determination may be made as to whether the technical benefits out
weigh paying a higher price for the items. Before the government can
award a contract, it must make a positive determination of the
offeror's responsibility. The following information must be submitted
as part of the proposal: (a) Company checking and/or savings account
number, names, addresses and telephone numbers of banking institutions
and points of contact for each; (b) names, addresses and telephone
numbers of suppliers which you regularly do business with; (c)
information regarding at least two (2) past procurements in which your
firm has provided the same or similar type antennas to the government
or commercial customer, as a minimum, this information shall include
(i) the contract number, (ii) dollar amount, (iii) procuring activity
including name and telephone number of the Contracting Officer/Point of
Contact who awarded the contract; and (d) provide any additional
information that you feel that would be relevant to the determination
of your firm's responsibility as a potential government contractor. FAR
52.212-3, Offeror Representation and Certifications -- Commercial Items
(Jan 1997), all offerors are to include with their proposal a completed
hard copy of provision FAR 52.212-3. (Copies of FAR 52.212-2 and FAR
52.212-3 are available upon request to the Contracting Officer.) FAR

9 April 1998, 2:00 P.M. local time, and shall be mailed to:

94501-5100. Offerors (at a minimum) shall include: (a) the complete
solicitation number; (b) company name, address, telephone number, point
of contract of the offeror, DUNS number (contact Dun and Bradstreet at
(800) 333-0505 if your firm does not have a DUNS number); (c) terms of
commercial warranty; (d) unit price, extended amount and any discount
terms; (e) "remit to" address if different from the address referred in
"(b)" above; (f) a completed copy of the representations and
certifications (FAR 52.212-3); (g) a statement specifying the extent of
agreement with all terms, conditions and provisions included in this
solicitation; (h) technical product literature to assist the
Contracting Officer in evaluating conformance with the technical
requirements; and (i) financial and past performance information.
Facsimile proposals or facsimile revisions will not be accepted. Award
shall be made to the responsible offeror, whose price is most
advantageous to the government, price and other factors considered. The
government reserves the right to make an award under this notice
without discussions. NOTICE TO OFFERORS: It is the policy of the Coast
Guard to issue solicitations and make contract awards in a fair and
timely manner. To further this policy, the Commandant has created the
position of Solicitation Ombudsman who is empowered to investigate
issues raised by prospective offerors and resolve them, where possible,
without expensive and time-consuming litigation. Potential offerors who
believe that a Coast Guard solicitation is unfair or otherwise
defective should first direct their concerns to the cognizant
contracting officer. If the contracting officer is unable to satisfy
the concerns, the offeror should then contact the Coast Guard
