combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
F01600-98-Q0730 is issued as a request for proposal (RFP), and will be
awarded as a contract using the simplified acquisition procedures.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-3. The
standard industrial classification is 7372 and the business size is
$18.0 million. This is 100% set aside for small business. The
solicitation line items are as follows: (a) Ultraseek software license
for 100,000 documents. Infoseek, Inc. Ultraseek or equal. (b) Software
support and maintenance agreement (March through 30 September 1998)
which provides all updates and upgrades released during the contract
period, as well as electronic mail and telephone access to customer
support staff. This software provides fully automated indexing of
materials on local and remote internet (web) sites with powerful
full-text search of the resulting indexes. The system must meet the
following minimum requirements: operate on Sun Solaris 2.5; index
100,000 documents, scaleable to over 1,000,000 documents; handle up to
10 simultaneous queries with response time under 5 seconds on
collection of 100,000 documents; automatically build index of documents
on and off local site; automatically build index of documents on
multiple remote sites that are password controlled, limited to access
from .mil (MILNET) terminals, or behind MILNET firewalls; index all
major file types, including Adobe PDF files, with reliable search
capabilities; index full text of documents to allow search and
retrieval by any words or phrases that occur anywhere in the documents
(NOT only index abstract or summary of document); provide effective
relevance ranking of search results and summary of document content
with search results; allow user to narrow the search to document set
already retrieved; provide both Natural Language query capability and
basic Boolean search operators (and, or, not); function via URL
QUERY_STRING calls from any web browser; automatically update indexes
on a real time basis and configure visit frequency based on access
load; automatically delete from index duplicate document references and
references that are no longer valid; and allow user customization in a
web environment and administration via web browser inputs. Delivery:
F.O.B. Destination to Maxwell AFB AL. Required delivery schedule: 30
days after receipt of award. The provision at FAR 52.212-1,
Instructions to Offerors -- Commercial Items (JUN 1997) and FAR Clause
52.212-4, Contract Terms and Conditions -- Commercial Items (MAY 1997)
apply to this acquisition. There are no addenda to these provisions.
The clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items (AUG 1996)
applies to this acquisition. The following FAR clauses cited within
that provision are also applicable: 52.222-26, Equal Opportunity;
52.222-35, Affirmative Action of Special Disabled and Vietnam Era
Veterans; 52.222-36, Affirmative Action for Handicapped Workers; and
52.222-37, Employment Reports on Special Disabled Veterans and Veterans
of the Vietnam Era. The provision at DFARS 252.212-7001, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Orders Applicable to
Defense Acquisitions of Commercial Items (FEB 1997), applies to this
acquisition. The following DFARS clause cited within that provision is
also applicable: 252.225-7001, Buy American Act and Balance of
Payments Program (JAN 1994). The Defense Priorities and Allocations
System (DPAS) rating assigned to this acquisition is A70. The vendor
responding to this acquisition should provide the following: A price
quote on company letterhead, stating unit price, extended price,
F.O.B., prompt payment terms, remittance address, and a completed copy
of FAR provision 52.212-3, Offeror Representations and Certifications
-- Commercial Items (JAN 1997). FAR provision 52.212-2(a), Evaluation
-- Commercial Items (OCT 1995) is included and states: "The Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
the most advantageous to the Government, price and other factors
considered. The following factors will be used to evaluate offers:
