1. Technical: Background and experience in the area of PCB/electronics
manufacturing technology as reflected in previous contracts and
personnel background, including relevant qualifications and time
commitment of essential technical and managerial personnel. Previous
experiences and understanding of the technical intricacies and
innovative approaches to PCB/electronics manufacturing. Demonstration
of knowledge of and insight into PCB/electronics manufacturing
technology and trends shall be shown. Background and corporate
expertise in the area of related education, training, and technology
deployment as reflected in previous activities and personnel
backgrounds, including relevant qualifications, experience, and time
commitment of key technical and managerial personnel. Innovative
mechanisms for technology transfer to industry and entities. Proposed
process for involving industry, government, and academia in identifying
and executing the technical program agenda and deploying the resulting
technologies. 2. Management: Understanding of the goals and mission of
the Center and reflection of this understanding in the proposed
resources, management structure, organization, technical approach and
work emphasis, use of subcontracting, and leveraging of government
funds. Innovative methods for cost sharing and earlier progress towards
the Center's self-sufficiency. Location of the Center's facilities in
Northern Alabama. Adequacy and availability of the facilities and
equipment, both available and proposed, for program execution. Include
lead-time from initiation until any proposed capital equipment and
other purchases would be in place and available to support the Center.
Collaboration with Historic Black Colleges or Universities
(HCBUs)/Minority Institutions (MIs) on research, education, training
efforts and/or other aspects of the Center. Proposed development of
relationships -- both regionally and nationally, i.e., linkages to
other consortia, professional organizations, universities, regional,
state, and local economic development and extension organizations, and
state and local education and training organizations focused on PCB
manufacturing technologies. Adequacy of the proposed Center's
organizational and operational structure. Adequacy of policies on
intellectual property, proprietary rights, patent restrictions, and
foreign activities, governments, and students. Extent of involvement of
Army/DOD PCB suppliers in the Center. 3. Cost: Reasonable cost to the
government, including cost sharing by industry, other government, and
other participants in the form of matching funding, equipment,
facilities, or other "in-kind" resources. Costs will be evaluated on
the basis of cost realism. This pertains to the offeror's ability to
project costs which are realistic and reasonable and which indicates
whether the offeror understands the nature and scope of the work to be
performed. Cost sharing will be evaluated using the guidelines found
in OMB Circulars A-110, A-112 and A-133. The commitment of up-front
dollars/man-power rather than in-kind cost sharing. If in-kind cost
sharing is proposed it should show a commitment to developing and
incorporating PCB technology. ADMINISTRATIVE: Ten copies of the
proposal shall be submitted. The proposal shall consist of two parts,
technical and management (Part I) and cost (Part II). Part I should not
exceed 50 pages (12-point text), excluding resumes and exhibits.
Resumes and exhibits should not exceed 40 pages. The proposal shall
contain a one-page abstract summarizing the proposed effort that is
releasable to the public. All pages of the proposal, except the
abstract page, will be marked with "Official Use Only: Source Selection
Information: See FAR 3.104", and any proprietary pages should be marked
accordingly. Part I shall include: 1. proposer's cover page: with
title, technical point(s) of contact, administrative point(s) of
contact, pertinent phone numbers, fax numbers, and e-mail addresses, 2.
summary page(s) of organizations participating in the proposal: with
title, technical point(s) of contact, administrative point(s) of
contact, pertinent phone numbers, fax numbers, and e-mail addresses, 3.
locator matrix or index, identifying where specific announcement
requirements and criteria are addressed in the proposal, 4. overall
technical plan: with specifics on the Center's transition, project
and/or thrust areas for the first two years of operation, and general
information on an additional three years (projects and/or thrust areas
identified by Army sources may supplement or replace those submitted
in the technical proposal), 5. five year milestone plan for completing
each effort, 6. summary of related experience in electronics and PCB
manufacturing, 7. a listing and description of facilities and
equipment, 8. organization and management plan, including
subcontracting, 9. statement regarding existence of, or intention to
obtain, facility and personnel clearances, 10. type of support, if any,
the offeror requests, e.g. facilities, equipment, materials, manpower,
R&D resources, 11. proposed statement of work. Part II shall contain
(1) a one to-two page cost summary and (2) supporting pages, which
shall include a detailed breakdown of labor categories, equipment,
travel costs, and any other direct and indirect costs. The Army will
accept proposals for a period of 45 calendar days after the date of
this announcement, the Army will not accept proposals after this
period. The Army reserves the right to select for award any, all, part,
or none of the responses received and intends to incrementally fund any
resultant agreement. A cooperative agreement shall be the instrument
for this contract action. The offerors may be required to have or
obtain security clearances up to and allowable expense to the normal
bid and proposal indirect cost as specified in FAR 31.205-18. Note that
only the contracting officer has authorization to award government
agreements pursuant to this BAA. All responsible sources may submit a
proposal, which shall receive consideration by the Army. The Army
reserves the right to award to other than the lowest offeror. The Army
intends to enter into a multiple year agreement for the Center. The
government plans to fund this effort for an initial period of 3 years
with an additional 2 year option at a level of effort in the range of
$2-4.9 million per year (depending of the availability of funds). The
first year funding would be approximately $2.0 million. Submit all

Proposals/presentations submitted via facsimile machine will not be
considered. There will be no formal request for proposal or any further
solicitation document issued in regard to this BAA. After review of the
written proposal, an offeror may be requested to provide a
comprehensive, oral presentation of the proposed methodology. For
