industry participation in the Navy Hypersonic Weapons Technology (HWT)
program. Program leadership is at NAWCWPNS. This notice constitutes a
Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). No
requests for proposals (RFP), solicitation, or other announcement of
this opportunity will be made. Proposal submission is not restricted in
any way to any particular entity. Historically Black Colleges and
Universities, minority institutions, and small and disadvantaged
businesses are encouraged to participate. No portions of the BAA have
been set aside for competition by historically black colleges and
universities and minority institutions. This announcement is open until
5PM PDT, April 23, 1998. HWT is a special focus program within the
Office of Naval Research (ONR) Air and Surface Weapons Technology
(ASWT) Program. HWT is executed by NAWCWPNS and by the NSWC. The
objective of HWT is to develop and demonstrate technologies which will
enable the development of a class/family of hypersonic strike weapons.
The ONR HWT program is closely coordinated with and supportive of the
potential OPNAV Hypersonic Strike (HyStrike) program. It is the
government's goal to create a Naval Warfare Center/industry partnership
to solve the technology challenges that will eventually lead to a
family of affordable, effective hypersonic strike weapons (air-,
surface-, and subsurface-launched). The scope of the HWT program plan
incorporates technology work at the component or subsystem and at the
integrated component and subsystem levels. The government Integrated
Product Team (IPT) has drafted weapon goals, goals flowdown, and
time-phased technology goals (subsystem goals). In addition,
quantitative subsystem technology goals are being developed and
refined. It is the intent of the technology base program to address the
critical limiting factors (at the 6.2 level), and to conduct limited
integrated demonstrations (in the 6.3 program). The government
envisions a three-phased program to accomplish these goals; industry
participation is invited. In Phase 1, industry is invited to
participate with the HWT IPTs for the purpose of developing and
evolving a common understanding of weapon goals, constraints, top-level
characteristics, and warfighting payoffs. The expected IPT products in
FY98 are updated mission analysis (including warfighting payoff
analysis) and updated time-phased (subsystem) technology goals. These
products will be used to help formulate the FY99 HWT task/program plan.
The IPTs are expected to continue working during FY99 to examine
alternatives and tradeoffs, affordability, and to further refine and
update (subsystem) technology goals. Industry interested in
participating with the HWT IPT should submit a one page expression of
interest and statement of capability no later than the closing date of
this announcement. Proposers must state in their paper that it is
submitted in response to this BAA. This paper should be sent by

IPT industry participants will be selected based on their technical
capabilities and experience relevant to HWT. The government reserves
the right to select all, some, or none of the parties to participate
with the IPT. The government anticipates notifying selectees by May 4,
1998, and anticipates an initial meeting on or about May 12-13, 1998.
As a condition of participating with the HWT IPT, selectees will be
required to sign a Navy Potential Contractor Program (NPCP) agreement
with NAWCWPNS. Details concerning the NPCP will be discussed at the
initial meeting; more information on the NPCP can be obtained by
contacting Dr. Bill Webster, 760-939-1074. In Phase 2 (Weapons
Concepts) those participating with the HWT IPT will be invited to
submit weapon concept papers, based upon the government/industry common
goals understanding to be developed under Phase 1. Based upon the
papers submitted, the government may fund multiple contracts of less
than $100,000.00 each for hypersonic weapon definition and underlying
technology assessment studies. Award decisions will be based on a
competitive selection resulting from a peer and/or scientific review.
Evaluations will be conducted using the following evaluation criteria
which are listed in descending order of importance: (1) overall
scientific technical merits of the proposal; (2) relevance to the HWT
mission; (3)the offeror's capabilities, related experience, facilities,
techniques, or unique combinations relevant to the HWT mission; (4) the
qualifications capabilities, and experience of the team leader or key
personnel who are critical in achieving the proposal objectives; (5)
realism of the proposed cost and the availability of funds. The
government reserves the right to select all, some, or none of the
weapon concept papers for award. In Phase 3, the Government intends to
request proposals for technology development which will address the
critical technology goals identified and refined by the HWT IPT in
Phase 1. Proposal submission will not be restricted in any way to any
particular entity. The Government anticipates the following Phase 3
timetable: Announcement of the specific Phase 3 opportunity in the CBD
about 15 June; submission of a pre-proposal summary by about 15 July;
formal proposals due about 1 Sep; and awards no later than Dec 1998.
An information package and guidelines for the pre-proposal and proposal
process will be available at the time of the Phase 3 CBD announcement.
To accomplish Phase 3, the Government anticipates seeking proposals in
the areas of Propulsion, Airframe/Structure, Guidance & Control, and
Ordnance. It is expected that proposals in Propulsion and
Airframe/Structure will be of primary interest for the FY99 HWT
program. The Government anticipates award of Technology Investment
Agreements (TIAs) or Other Transactions for Weapons Prototyping for
Phase 3 work, however, through all three phases of the program, the
government reserves the right to make more traditional awards such as
grants, cooperative agreements, and contracts. The ONR ASWT POC is Mr.
