Contracting Officer, Robert S. Spratling, 202/632-3238 The Federal
Railroad Administration (FRA) has a requirement for design,
fabrication, and testing of a Track Measurement Vehicle (TCAR). The
TCAR system when completed will serve to replace FRA's existing T-10
track measurement vehicle. The TCAR will consist of two major systems,
the vehicle system and the measurement system. The vehicle system will
be railbound and house the measurement system containing onboard data
processing and display capability. The measurement system shall have
the capability to fully integrate data from the track geometry
measurement, ride quality, and differential global positioning, video,
and computer network interfaces. The system should have the capability
of operating at 90 mph when self-propelled and 110 mph when towed.
Alternate proposals will also be sought for design approaches
permitting a towed speed up to 150 mph. The contractor shall deliver a
fully operational system within 18 months following contract award.
Proposals will be due approximately 45 days from release of the Request
